Relocation of Trunk Fiber

This is notice of intent, not a request for proposal. A solicitation document will not be issued and proposals will not be requested. The US Department of Health and Human Services (HHS) Office of the Information Technology Infrastructure and Operations (ITIO) intends to negotiate and award a purchase on a sole source, non-competitive basis to Zayo Group, 13861 Sunrise Valley Dr., Herndon, VA 20171 to relocate its Service Trunk Fiber out of the 2nd floor A-wing construction area of the HHS Parklawn Building, 5600 Fishers Lane, Rockville, MD. Installation and splicing of fiber must be performed by Zayo given they provide the service through the current Dark Fiber circuits and can service continuity throughout the process. This acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government.
