The solicitation N00024-25-R-6304 issued by the Naval Sea Systems Command (NAVSEA) under the Program Executive Office Unmanned and Small Combatants (PEO USC) Mine Warfare Program Office aims to competitively procure the Remote Minehunting (RMH) Module, including its production, engineering support, and spare parts over a projected five-year period. The RMH Module, which integrates a Towed Body (TB) and Payload Delivery System (PDS), is designed to detect, classify, and localize various types of naval mines, replacing the legacy AN/AQS-20 system and enhancing mine countermeasure capabilities aboard the Mine Countermeasures Unmanned Surface Vehicle (MCM USV). The effort includes the full lifecycle supply and technical support for the system to meet the Fleet's FY29 operational objectives for improved minehunting efficiency in both shallow and deep water environments. This contract consolidates multiple existing sole source contracts into a single competitive award to increase competition and small business involvement, as justified in multiple Determination and Findings documents following FAR 7.107-2 and NMCARS 5207.107-2 guidance. The solicitation is issued electronically through the Procurement Integrated Enterprise Environment (PIEE) portal, with classified and restricted documents governed by strict security requirements. Offerors must be active DoD contractors and are required to submit a Terms of Use Agreement and DD Form 254 to access the solicitation materials. Amendments have extended the proposal submission deadline, with final proposal receipt scheduled for January 14, 2026, and award anticipated around August 2026. The program emphasizes secure handling of classified data, and the Government does not sponsor personnel security clearances. The contract type appears to be a fixed-price supply contract covering integrated system deliveries and associated support without explicit details on evaluation criteria, pricing, or option clauses publicly available. The place of performance is at the Washington Navy Yard, DC, with government contacts provided for contracting and security documentation. Pricing, options, and detailed contract administration data were not disclosed in the available material.
