BRAND REQUIREMENT: While other manufacturers produce acoustic modems, the EvoLogics S2C T “Tiny” modems are uniquely suited to meet the specific requirements of the Subsurface Moored Buoy (SSB)– Uncrewed Surface Vehicle (USV) system. Their full compatibility with existing EvoLogics R- and M- series systems, proven field performance in PMEL projects, ultra-compact form factor, low power consumption, and rated depth of 200-3000m cannot be matched by other suppliers without significant redesign, additional testing, and increased risk. Leveraging this established system substantially reduces development time, cost, and operational risk, making it the most practical and reliable source for the project.

In accordance with FAR 25.100(b), the requirements of Buy American-Supplies found at FAR subpart 25.1 do not apply to supplies acquired for use outside of the United States.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
