This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation number NRMJ2000-12-01057 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 511210 and the Small Business Size Standard is $25.0M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research, specifically the Physical Sciences Division (PSD) of the Earth System Research Laboratory (ESRL) owns MATLAB software licenses and has a requirement for the renewal of MATLAB maintenance through December 31, 2012 for the items contained on the attached list for PSD's office located in Boulder, Colorado. The resulting purchase order shall be awarded on a firm fixed price to the vendor offering the best value to the Government with the award going to the vendor first meeting all of the requirement specifications, then price. A brand name justification is provided specifying that MATLAB is a highly complex and technical software that performs sophisticated mathematical analyses on both desktop and server-based computers. PSD scientists have found significant differences between programs written for MATLAB and those that work in the open-source equivalents, therefore the continued use of MATLAB as the research tool for day-to-day research is absolutely vital to the research and is in the Government's best interest. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The provisions and clauses may be downloaded at https://www.acquisition.gov/far/. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - the Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; FAR 52.219-14, Limitations on Subcontracting; FAR 52.222-3, Convict Labor; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36, Affirmative Action for Workers with Disability; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-50, Combating Trafficking in Persons; FAR 52.225-13, Restrictions on Certain Foreign Purchases; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.239-1, Privacy or Security Safeguards; FAR 52.222-41, Service Contract Act; and FAR 52.222-42, Statement of Equivalent Rates for Federal Hires. Any responsible source that can meet the requirements and provide the items as outlined may respond to this solicitation by submitting a quote addressed to Robin.Prather@noaa.gov, to be received no later than February 24, 2012, 2:00 p.m. ET. The Government reserves the right to make one award or no award at all resulting from this solicitation.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
