The Commodity Futures Trading Commission (“CFTC”) intends to award a purchase order to SirsiDynix Corporation (SirsiDynix) for a subscription renewal of EOS.Web and associated cloud hosting for a period of performance of one (1) year. The Government intends to procure this requirement under the authority of 41 U.S.C. § 1901, as implemented by Federal Acquisition Regulation (FAR) FAR 12.102(a) per the Revolutionary FAR Overhaul. CFTC currently uses EOS.Web as a platform for the check-in and check-out operations of the agency’s library. In carrying out its mission, CFTC requires access to publications, materials, data and information that is housed in the CFTC’s library. SirsiDynix is the current provider of the library’s catalogue software. EOS.Web provides a compatible comprehensive tool to manage and track the library materials. Additionally, this system is integrated with the CFTC’s network and is FedRamp certified. There is no known alternative source that provides the tracking and management of the catalog as required by CFTC which is available through the identified product. A subscription to EOS.Web will provide the necessary information, data and analytics to support CFTC’s library. The identified vendor is the sole provider of these items. Therefore, this vendor is the only responsible source identified as reasonably available that will satisfy the agency’s requirements.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 12:00 p.m. ET on May 26, 2026. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of market research for future requirements. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
