The Commodity Futures Trading Commission (CFTC) intends to issue a sole source purchase order to LAZ Parking Ltd. LLC for the leased parking spaces located in the building of the CFTC Headquarters at 1155 21st Street, NW, Washington, DC.  The current parking spaces available are located directly in/under the building and are managed by LAZ Parking Ltd. LLC. The contractor is the only source that can provide the service.



The period of performance of the purchase order will be for a period of twelve (12) months from October 1, 2026 through September 30, 2027.  This procurement action is being performed pursuant to RFO FAR 13.106-1(b), Soliciting from a single source: (1) For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The authority for permitting other than full and open competition is 41 U.S.C.3304(a)(1), as the leased parking spaces needed by CFTC are restricted to only one source directly located within the CFTC Headquarters building.



This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis.  Written responses must include sufficient information to establish capability to fulfill the requirement.  Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
