The National Institute of Allergy and Infectious Diseases (NIAID) intends to award a sole-source, firm-fixed price service agreement to Becton, Dickinson, and Company (BD) for the maintenance and repair of eight flow cytometers, four high throughput samplers, six flow supply systems, and thirty-six lasers at its facility in Rockville, Maryland. This action is justified under FAR 6.302-1, as BD is the original equipment manufacturer and does not certify any third-party service providers in the United States to perform maintenance on its instruments, making it the only responsible source capable of meeting the Government’s requirements. The contract will provide comprehensive service coverage for one year, from July 21, 2026, to July 20, 2027, including two scheduled preventive maintenance inspections with accompanying PM kits, unlimited on-site service visits during business days excluding federal holidays, 48-hour emergency response time, software updates released during the contract period, and unlimited telephone support for instruments, reagents, and applications. All repairs must utilize OEM parts, labor, and travel, and no government-furnished materials are anticipated. The NAICS code applicable to this procurement is 811210, with a size standard of $34 million in average annual receipts, and BD is classified as other than a small business. This notice serves as public notice under FAR 5.101(a)(1), and while no solicitation is issued, interested parties may submit a capabilities statement with past performance information within 15 days of the June 24, 2026 posting to be considered for competitive evaluation, though the Government has no obligation to respond or alter its intent to sole-source the award based on these submissions. All services will be performed on-site in Rockville, MD, and the Government retains full authority for inspection and acceptance. The primary point of contact is Linda Smith, with secondary support from Danielle Tines, and responses must be submitted via email to the designated addresses.
