THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO TOWN OF LANCASTER (NY) FOR THE RENTAL OF A SECURE STORAGE FACILITY.


The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price purchase order on a sole source basis to Town of Lancaster, NY (SAM UEI Number W3HVB3149KQ9, CAGE Code 4SC34) (Address: Town of Lancaster, 21 Central Avenue, Suite 5, Lancaster, NY 14086-2128) for the rental of its secure security storage facility operated by the Lancaster Police Department (LPD), located at 525 Pavement Road, Lancaster , NY. The LPD secure storage facility is located in a secure location, on property owned by the Town of Lancaster. The facility is located behind a fence that encompasses the property, and there is on-duty law enforcement (LPD) stationed on-site. As such, the property on which the LPD secure storage facility is located provides a secure environment in which to store assets required by the ICE/ERO/Buffalo Field Office in support of mission requirements of its Special Response Team (SRT). Storing these agency assets at any other secure storage facility in the Buffalo, NY metro area would present a significant logistical challenge with respect to the coordination of the pick-up/drop-off of assets at the two ICE/ERO facilities (Buffalo Field Office in downtown Buffalo and the Buffalo Federal Detention Facility (BFDF) in Batavia, NY) located within the ICE/ERO Buffalo Area of Responsibility (AoR) . It is therefore necessary to continue to utilize the LPD secure facility to store all SRT assets in a central location between the ICE/ERO Buffalo and Batavia facilities. The LPD facility is within close proximity (five miles) of the Buffalo-Niagara International Airport.


Proximity to the airport is required because of the many times SRT is deployed to assist ERO flights at the airport. Based upon the Market Research conducted by ICE/ERO/Buffalo Field Office, and a consideration of available commercial sources and law enforcement organizations within 10 minutes (or around 5 miles) of the Buffalo-Niagara International Airport, the Contracting Officer has determined the Lancaster Police Department (LPD) is the only source that can meet the specifications stated in the Statement of Work (SOW) to provide secure storage for ICE/ERO/Buffalo Field Office SRT assets.


There is only one responsible source and no other supplies or services will satisfy agency requirements as the rental of the secure storage facility described in the preceding paragraph is only available from the Town of Lancaster, and no other vendor offers services meeting these requirements. These services will be acquired through the use of FAR Part 12 procedures. Market Research conducted by OAQ and ERO determined there were no other providers of secure storage facilities with the level of security sufficient to meet agency requirements, and withing close proximity to the Buffalo-Niagara International Airport.


OAQ and ERO have conducted extensive market research and used previous experience while attempting to identify other sources to meet mission requirements. Based on the market research conducted, there were no other available sources identified that would be able to provide a secure storage facility meeting the agency’s security requirements and proximity to Buffalo-Niagara International Airport.


This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 9:00 AM Eastern Standard Time on September 10, 2026 by email to Andrew.Hadden@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent – Rental of Secure Storage Facility Lancaster NY.” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government.
