The 173d Fighter Wing intends to issue an invitation for bid to award a single Firm Fixed Price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the "Repair/Add Base Wide Parking". The Contractor will provide all labor, tools, equipment, and materials to complete this project in accordance with all federal, state, county and local regulations and codes. Protect all facilities, grounds, plants, and utilities not scheduled to receive work. Observe all safety, OSHA, DEQ, and EPA rules and regulations. Contractors are required to report all labor hours, regardless of contract type via the contract manpower reporting application and federal acquisition regulation (FAR) requirements. Contractor will repair, repaint, or replace all damaged finishes. Coordination with the Base Civil Engineering (BCE) office and Security operations fourteen (14) days prior to start of work is required to secure base-entry access. Contractor will request & secure a dig permit and call Oregon's utility notification center 1-800-332-2344 prior to work as well as coordinate work site access. The Contractor shall submit a construction schedule and material submittal for approval prior to construction. This Statement of Work and the drawings are an outline of performance to ensure the contractor understands the basis for design and construction. The contractor will clean-up and dispose of all debris off base and Airport property at the end of each workday. The contractor shall provide as-built drawings that are to-scale and which accurately record all construction efforts. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $36,500,000.00. The magnitude is between $500,000 and $1,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 15 July 2016. The tentative date for the pre-bid conference is on-or about 20 July 2016, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 5 August 2016 via email to jerry.e.fuls.mil@mail.mil. The bid opening date is scheduled for on-or about 15 August 2016. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS number register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address.
