The United States Air Force intends to issue solicitation for project QUUG 10-1045 to solicit proposals for a Firm-Fixed Price contract to Repair the Bowling Center at Mor�n AB, Spain. The magnitude of construction for this project is estimated to be between $250,000 and $500,000 U.S. Dollars. The period of performance for this project is estimated at 375 calendar days. A solicitation package will be available on the Beta SAM website at www.beta.SAM.gov on or after 21 May 2021. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: The project consists in the design and construction of the items described below: Basic Package Architectural Work: Demolish waterproof system and flashing from the vault roofing up to the brick layer. Demolish Built-up roof system to obtain a clean concrete surface of roof concrete slab. Demolish chimney and out of service elements on the roof and close the openings. Repair structural damage cause by corrosion and other causes. Repair exterior pargeting damage affected by water seepage and other causes. Apply a regularization cement mortar layer and install a mineral self protected waterproof membrane, over a vapor barrier, to cover the entire vault roof surface and the joint with walls and other elements. Install a low slope roof system to replace the built-up roof system. Install flashing, gutters and downspouts for roof systems. Install a fall arresting system for the entire building roof. Repair exterior finishes affected by the works. Paint exterior surfaces and metal elements. Remodel the food preparation area to optimize space. Replace flooring in the food preparation area. Replace wall tiles in the food preparation area. Paint interior surfaces of food preparation area. Mechanical Work: Replace kitchen sink in the food preparation area to include faucet, drain connection to the existing sewer, water connections and accessories. Replace wall exhaust fan/electrical installation in the food preparation area. Electrical Work: Renovate interior lighting system with LED luminaires and controls. Remodel kitchen and food preparation areas to include more electrical outlets and renovate electrical installation to meet the requirements for the installation of existing and future equipment (see appendix E). Relocate control computer within the food preparation area. Renovate interior electrical distribution system including receptacles, conduits, wiring and panelboards as required for the new electrical requirements of existing and new kitchen equipment. Modify existing fire alarm system in the areas remodeled by this project to provide proper protection. Renovate electrical service lines and perform necessary changes to transformer utility vault, including renovation of the transformer, switchgear and low voltage distribution panelboard, if needed to provide power to new load. Additive Item #1 Paint interior walls to include graphic designs. Remove carpet and install PVC flooring in the bowling sitting area Install interior venetian/louver blind on the north window. Install heat pump system in the pinsetters/bowling machinery room. Install exhaust fan and fresh air intake in the pinsetters/bowling machinery room. Replace air curtain. Renovate interior electrical distribution system in order to provide electrical supply and HVAC Emergency shutoff capability to new HVAC equipment under this additive item. Install a lightning protection system, if hazard analysis requires such. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE BID ACCEPTANCE PERIOD SHOULD BE VALID THROUGH 30 SEP 2021. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION.
