Please Note: This Industry Day is for market research and information gathering purposes only. This event does not constitute the official site visit for the project. The official site visit will be formally scheduled and conducted after/if the solicitation is officially issued. During the Industry Day, the Government’s primary role will be to show the project site to industry and garner industry feedback and concerns.  Formal questions regarding the future solicitation cannot be answered at this stage; therefore, NO questions will be answered by the Government in response to this sources sought notice and industry day.

The Government is utilizing this Industry Day to engage with interested contractors to achieve the following objectives:

  1. Project Complexity & Constraints: Ensure industry partners fully understand the complexity of the project so they are accurately tracking space and phasing constraints prior to submitting a proposal, as this will be a BVTO procurement.
  2. Course of Action (COA) Feedback: Solicit feedback from industry regarding potential phasing and relocation COAs to identify any that may be unfeasible. The potential COAs being considered are:
    • COA 1: Relocate the entire building.
    • COA 2: Relocate by Wing.
    • COA 3: Relocate by Floor.
    • COA 4: Relocate by Organization.
    • Additionally, the Government seeks to understand industry preferences for construction execution under these phasing scenarios.
  3. Solicitation Feedback: Obtain feedback on the Government’s approach to utilizing BVTO for this requirement. The Government also seeks to gather contractor concerns regarding space constraints, utilities, building shutoffs, and other logistical challenges to better refine the forthcoming solicitation.

SUBMISSION REQUIREMENT: Interested parties should provide a brief capabilities statement and should include the following:

  1. Company Cage Code, Unique Entity ID (UEI) / DUNS, name, address, point of contact, and applicable telephone numbers and e-mail addresses.
  2. Small Business Designation as recognized by the Small Business Administration (8(a) Certified, HUBZone, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, or Economically Disadvantaged Women-Owned Small Business).
  3. Feedback regarding the Industry Day topics mentioned above (COAs, space constraints, utilities, etc.), if available prior to the event.
  4. Although the intent is to solicit as a total Small Business set-aside, other than small businesses are encouraged to provide responses.

PLEASE SUBMIT TO: Responses to this Sources Sought Notice must be received no later than 2:00 pm on 5 August 2026. Submit responses only to the attention of Dwain Graham, Contract Specialist, at dwain.m.graham@usace.army.mil and Renee Krahenbuhl, Contracting Officer, at renee.m.krahenbuhl@usace.army.mil. All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of Government contracts.

Do not send hard copy advertising or promotional materials. Please ensure that all responses are comprehensive. All information is to be provided on a voluntary basis at no charge to the Government. Collier Senior Center Expansion ProjectThe Collier Senior Center Expansion Project aims to increase capacity at the existing facility to better serve the growing senior population in Collier County, Florida, by expanding into the adjacent Golden Gate Library space, creating a more integrated hub for senior services. The center currently operates critical community programs including a daily hot lunch, job placement and training for low-income seniors, a weekly food pantry, and serves as a post-emergency recovery center. The expansion will address aging infrastructure and increased demand, enhancing the delivery of services for seniors and their caregivers. The solicitation, issued by Collier County’s Procurement Services Division and publicly posted on July 17, 2026, with a response deadline of August 31, 2026, seeks a contractor to execute the full scope of work under a lowest price technically acceptable (LPTA) evaluation model, prioritizing price while ensuring technical responsiveness and responsibility. The contract requires compliance with Florida statutes, including domestic steel sourcing requirements and prohibitions on conducting business in sanctioned countries or participating in the boycott of Israel, with false certifications subject to immediate termination. The work involves constructing and renovating the facility in strict accordance with technical specifications, standard details, and environmental health and safety requirements, with delivery and performance tied to the project site in East Naples, Florida. Contract administration mandates adherence to detailed packaging and marking protocols, including consecutive container numbering and clear display of the Purchase Order number on all shipments, with the County retaining the right to reject non-compliant deliveries. Payment processing will follow internal Application for Payment forms rather than federal systems like WAWF, and financial tracking includes retainage provisions, though no federal accounting codes are specified. Contractors must secure comprehensive insurance with Collier County named as an additional insured, maintain E-Verify enrollment for all hires, and submit bonds, as-built drawings, warranties, and operational documentation. Final acceptance requires resolution of all punch list items, regulatory permits, and occupancy certifications, with deadlines for final completion set at 30 or 45 calendar days based on contract value. The County reserves the right to issue emergency work directives, with formal change orders to follow within 30 days. All proposals must be submitted electronically through the county’s online procurement portal, with no paper submissions permitted, and deviations from prescribed forms may result in disqualification.

Notice of Intent to Sole Source - Governor Control ProgrammingThe U.S. Army Corps of Engineers, Seattle District, intends to award a sole-source, firm-fixed-price contract to Emerson Process Management Power & Water Solutions, Inc. for the modernization of five Main Unit Governors at the Libby Dam Project in Montana. The work involves replacing existing pressure switches with pressure transducers and requires OEM-specific programming, PLC/HMI development, and commissioning support exclusively from Emerson due to its proprietary control software, firmware, and diagnostic tools. All work must be performed on a rolling outage schedule between September 1, 2026, and August 30, 2027, with on-site commissioning for the first unit and remote support for the remaining four. Emerson is identified as the sole qualified source because it is the original equipment manufacturer that acquired the previous designer, retains exclusive rights to the system, and any unauthorized modification would void critical technical support, expose the government to full liability, and compromise operational safety and reliability. Despite this intent, the government is soliciting capability statements from other firms to determine if competition is feasible. To qualify, respondents must demonstrate direct, authorized access to Emerson’s proprietary tools and provide written certification from Emerson that their work will not void existing support agreements. Additional proof of relevant experience modifying similar Emerson governor systems is required. All submissions must be sent electronically to the Contract Specialist by 1:00 PM Pacific Time on July 28, 2026. The government retains full discretion to proceed without competition regardless of responses received, and this notice serves only as a formal step to comply with federal acquisition regulations, not as a solicitation or commitment to award or reimburse any costs.
