Airfield Electrical and Pavement Rehabilitation Upgrades_Moses Lake Auxiliary Field

The U.S. Army Corps of Engineers, Seattle District (NWS), Special Projects Branch at Joint Base Lewis-McChord (JBLM), WA has issued this Sources Sought notice for market research purposes.  The responses to this notice will be used to develop the Acquisition Strategy for an upcoming Request For Proposal (RFP) to perform airfield electrical and pavement rehabilitation upgrades at the Moses Lake Auxiliary Field.

This is not a pre-solicitation announcement, nor an RFP. No proposals are being requested or accepted with this Sources Sought and no contract shall be awarded from this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate synopsis may be published in the US Government System for Award Management (SAM) Contract Opportunities website at https://www.sam.gov.

The purpose of this Sources Sought is to determine the availability, interest, and technical capability of qualified business concerns who demonstrated capabilities in meeting the project description listed below and to receive critical feedback from industry experts regarding the feasibility of the proposed schedule, staffing, and technical requirements.

The proposed work is to be performed under the following North American Industry Classification (NAICS) code: 237310 — Highway, Street, and Bridge Construction.

Both large and small business firms are encouraged to respond to this Sources Sought notice. However, if sufficient numbers of small business firms demonstrate interest, capabilities, and qualifications, the Government may choose to set-aside the acquisition for small businesses. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken the last 3 fiscal years, does not exceed $45,000,000.00. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is updated. The information below represents the most current information available and may be superseded upon publication of the preliminary planning information, which may be provided by the Government in the subsequent synopsis.  

Overview of Anticipated Contract: The Seattle District Corps of Engineers, under FAR Part 36 procurement procedures, anticipates issuing a Request For Proposal (RFP) and subsequent award for Construction Services to perform airfield electrical and pavement rehabilitation upgrades at the Moses Lake Auxiliary Field.

The magnitude of construction for this project is estimated to be more than $10,000,000.

Background & Scope of Work:

The project involves the Maintenance and Rehabilitation (M&R) of airfield pavements and critical electrical systems on Runway 09/27 and Taxiway Foxtrot at the Moses Lake Auxiliary Field, located at Grant County International Airport (GCIA) in Moses Lake, WA. This airfield serves active U.S. Air Force tenant operations.

Core Project Components:

• Pavement Rehabilitation: Demolition, grading, re-paving of Asphaltic Concrete (AC) and Portland Cement Concrete (PCC) pavements, crack repairs, joint sealing, and spall/patching repairs.

• Airfield Lighting Upgrades: Installation of new in-pavement light fixtures, augering light base locations, setting cans, pouring rapid-set concrete collars, laying new distribution paths, and pulling new #8 5kV conductors.

• Vault Equipment Upgrades: Complete overhaul of the remote military operations runway vault equipment, including rigging and mounting new Constant Current Regulators (CCRs), installing airfield lighting control and monitoring system (ALCMS) panels, and integrating Pilot Controlled Lighting (PCL) systems.

SCHEDULE & CRITICAL PHASING CONSTRAINTS

A key challenge of this procurement is the execution schedule. The Statement of Work (SOW) dictates strict operational constraints to minimize disruption to both military operations and GCIA’s active commercial runways:

1. Airfield Closure Limit: The total airfield closure window is restricted to a maximum of 60 calendar days between April 1st and September 30th in a single construction season. Final cleanup and site turnover must be completed within this 60-day window.

1. Phase 1 (West Taxiway F) Restriction: Must be completed within a 14-to-21-day maximum to minimize temporary closures of the adjacent active commercial Runway 04/22.

1. Phase 2 (East Taxiway F) Restriction: Must be completed within a 14-to-21-day maximum to minimize temporary closures of the adjacent active commercial Runway 14L/32R.

1. Standard Working Hours: Restricted to Monday through Friday, 7:00 a.m. to 4:00 p.m. However, 24/7 operations and overtime are authorized upon pre-approval and joint planning with GCIA and the Contracting Officer’s Representative (COR).

Proposed 58-Day Electrical Milestones:

The Government has developed a tentative 58-day electrical schedule within the 60-day closure window:

• Phase 1: Demo & Make-Safe (6 Days) — Isolate circuits, remove runway/taxiway fixtures, and demolish legacy vault equipment (ACE2, ALCMS).

• Phase 2: Trenching & Ductbanks (9 Days) — Trench RWY 9-27 distribution paths, lay conduit, and pour localized concrete encasements.

• Phase 3: Vault Equipment Install (10 Days, concurrent with Phase 2) — Rig/mount new CCRs, install ALCMS panels, prep terminal blocks.

• Phase 4: Pull Cans & Cabling (10 Days) — Set new pull cans with concrete collars; pull new #8 5kV conductors.

• Phase 5: In-Pavement Fixtures (8 Days) — Auger light base locations, set cans, and pour rapid-set concrete collars via on-site batch plant.

• Phase 6: Joint Sealing & Testing (5 Days) — Sawcut/seal concrete joints around light cans and perform Megger testing on all loops.

• Phase 7: System Commissioning (4 Days) — ALCMS integration, operational burn-in testing, and final turnover punch walks.

STANDARD GOVERNMENT CREW ESTIMATES

The Government's schedule assumes the deployment of three specialized, dedicated crews:.

• Crew A: Airfield Electrical (6 Personnel) — 1 Foreperson, 2 Journeymen, 2 Labors, 1 Equipment Operator. (Focus: Field demo, conduit laying, cable pulling, setting light bases).

• Crew B: Vault & Controls (3 Personnel) — 1 Lead Controls Electrician, 1 Labor, 1 Testing Tech. (Focus: Vault regulators, ALCMS, and systems commissioning).

• Crew C: Targeted Concrete/Civil (4 Personnel) — 1 Batch Plant Operator, 1 Equipment Operator, 2 Concrete Placers/Finishers. (Focus: On-site batch plant operations, ductbank encasements, pull can pads, light can grouting, joint sealing).

A complete and final Statement Of Work (SOW) for the construction services required will be issued with the RFP.

SUBMISSION REQUIREMENTS:

Response to this Sources Sought shall be limited to no more than five (5) pages and shall as a minimum include the following information:

• Name, addresses, point of contact, phone number, e-mail address and small business classification under NAICS Code 237310.

• A brief capabilities narrative describing the interested firm's ability to meet anticipated contract requirements as described within this Sources Sought. In your narrative, ensure to include any specialized knowledge, expertise and past experience that would significantly benefit the Government.

• Statement of Capability to perform a contract of this magnitude and complexity. Provide up to 3 examples of projects performed. Your firm shall identify whether the work was independently completed as a prime contractor or affiliated with another contract (joint venture or as a subcontractor.) If your role was as a subcontractor, describe the specific airfield electrical and pavement services your company provided. For each project listed, please provide a brief description of the project, customer name, date of performance, and dollar value of the project.

FEASIBILITY AND FEEDBACK QUESTIONNAIRE

USACE Seattle District is seeking critical feedback from industry experts regarding the feasibility of the proposed schedule, staffing, and technical requirements. Please provide detailed answers to the following questions:

Schedule Feasibility & Phasing

1. 60-Day Window: Is a 60-calendar-day closure window realistic and achievable to complete the entirety of the airfield electrical, vault, lighting, and associated civil upgrades? If not, what is a more realistic duration, and what specific activities are the primary drivers of schedule risk?

1. Paving and Electrical: Please provide input on whether it would be best to do the electrical upgrades within the same contract as the remaining work, or as a separate contract action? Provide the Pro’s and Con’s for both.
