All work must be performed in accordance with the D2 - Phase III Statement of Work and supporting technical documents including geotechnical reports, utility maps, design analyses, and specifications that mandate compliance with MIL-STD-129 for packaging and marking, and USACE EM 385-1-1 for safety. Contractors are required to submit performance and payment bonds, maintain a certified quality control organization with a Site Safety and Health Officer, Quality Control Manager, and other key personnel, and adhere to strict operational hours from 8:00 a.m. to 4:00 p.m., Monday through Friday, while ensuring training sites remain fully operational. All proposals must be submitted as sealed bids by the revised deadline of July 24, 2026, and must include a detailed bar chart schedule with earned value reporting, along with certifications for labor and material compliance. The award will be made on a Lowest Price Technically Acceptable basis, with the government applying a 10% price evaluation preference for certain small businesses, though this solicitation excludes HUBZone preferences due to the WOSB set-aside. Invoicing and payment must be processed electronically through the Wide Area WorkFlow system, and contractors must provide government-certified as-built documentation with each payment request, signed by the QC Manager. Site visits require base access or prior approval via a UAR form, and all personnel must comply with DoD cybersecurity requirements including safeguarding covered defense information per 252.204-7012 and maintaining antiterrorism training. Final inspections require contractor and government attendance, including the Contracting Officer and Government SSM, and are contingent on successful preliminary testing of electronic security systems, sound attenuation, and laboratory-verified material compliance.
