Repair, Maintenance, Installation or Decommissioning of Refrigeration, Heating, Ventilation, and Air Conditioning (HVAC) Equipment.

Natural Resources Canada is seeking qualified contractors to provide skilled labor, tools, and, when requested, materials, layout, and special equipment for the repair, maintenance, installation, and decommissioning of refrigeration, HVAC, and natural gas piping systems at the Pacific Forestry Centre in Victoria, British Columbia. The contract, issued under solicitation NRCan-5000095183, requires bidders to deliver services on an as-needed basis, including inspections, leak testing, preventive maintenance, emergency response, and construction work, during normal hours, after hours, weekends, and statutory holidays. The work must comply with applicable federal, provincial, and municipal regulations, including the Federal Halocarbon Regulations 2022, and all personnel must hold a valid BC or Interprovincial Certificate of Qualification as a Refrigeration and Air Conditioning Systems Mechanic. All materials must be new and original, with substitutions only permitted upon submission of a manufacturer’s certificate of equivalence and a guarantee of performance, reliability, and longevity. The contract term runs from the award date through June 30, 2027, with an option for Canada to extend for two additional one-year periods under the same terms. Bidders must hold a valid Security Clearance and a current Designated Organization Screening through the Contract Security Program of Public Works and Government Services Canada, and all personnel accessing sensitive sites must have a valid Reliability Status. Industrial security requirements are strictly enforced, including compliance with the Contract Security Manual and the Security Requirements Check List in Annex C, and subcontracting involving security obligations requires prior written approval. Insurance coverage must be maintained with a Canadian-licensed insurer, with His Majesty the King in Right of Canada named as an additional insured, and contractors bear full responsibility for deductible amounts. Financial proposals must be structured using the Financial Bid Presentation Sheet, evaluating hourly rates and miscellaneous expenses for the firm period and two option years, with award going to the lowest priced responsive bid. Integrity verification and security clearance are mandatory pass/fail gates; failure on either disqualifies the bid.
