Repair, Maintenance, Replacement, Refurbishment, Installation, Testing, And Inspection Of Embedded Piping And Associated Piping Systems In Hydroelectric And Other Related Facilities

The California Department of Water Resources is soliciting bids for as-needed repair, maintenance, replacement, refurbishment, installation, testing, and inspection of embedded piping and associated systems within the State Water Project. The scope of work supports 29 hydroelectric power and pumping plant facilities, focusing on water, air, and oil piping, as well as control wiring conduits typically ranging from 2 to 12 inches in diameter. The anticipated contract term is three years with an option for three additional one-year renewals. Performance will take place across several field divisions, primarily in Oroville, Byron, and Gustine, with occasional work in Bakersfield and Pearblossom. The contract will be awarded to the lowest responsible bidder meeting all specifications. Key requirements for bidders include registration as a Public Works Contractor with the Department of Industrial Relations, ASME Pressure Piping Certification, and the submission of a 10 percent bidder's bond. Additionally, a minimum 3 percent commitment to the Disabled Veteran Business Enterprise program is mandatory. Bidders must provide a Quality Assurance/Quality Control program, an Injury and Illness Prevention Program, and three customer references from the last five years. Payment is based on hourly rates for various labor classifications, with purchased materials and subcontracted work invoiced at cost plus 15 percent. Hourly rates are subject to escalation on July 1 of 2027, 2028, and 2029 based on the US Department of Labor Employment Cost Index.
