Repair of fume hoods

The National Science Laboratory-Blakely in Georgia requires the repair and replacement of eleven fume hoods to ensure continued compliance with OSHA safety standards and to support USDA’s critical role in testing aflatoxin levels in nuts and nut products, including pistachios, almonds, peanuts, walnuts, hazelnuts, pecans, and peanut butter. The work involves disconnecting and removing outdated 115V electrical systems and exhaust fans, installing new PVC flex connectors, exhaust stacks with guy wires, and new fans with proper electrical connections, replacing alarm systems and lighting, and performing final testing and calibration of all units to confirm operational integrity. The contract also includes removal of all debris and site cleanup to maintain a safe working environment, with an additional twelfth over-the-counter hood requiring similar upgrades as identified during the site visit. This is a firm-fixed price construction purchase order with an estimated value between $25,000 and $100,000, awarded under a Total Small Business Set-Aside using the lowest price, technically acceptable approach, and is subject to Buy American requirements, federal wage rate compliance for Early County, Georgia, and mandatory performance and payment bonds supplied within ten days of award. The contractor must demonstrate a satisfactory safety and environmental record, possess relevant experience, and provide verifiable past performance rated as acceptable or neutral to be eligible for award. Compliance with a broad range of FAR clauses governs all aspects of performance, including labor standards under the Copeland Act and prevailing wage requirements, anti-trafficking in persons obligations, cybersecurity safeguards, sustainable materials usage, and protections for employee whistleblower rights. The contractor is required to employ a superintendent, adhere to site investigation protocols, provide access to all records and facilities for government oversight, and submit monthly progress payment requests with detailed line-item breakdowns and subcontractor data. All materials must meet Buy American standards, and the work must be performed in accordance with Federal Construction Wage Rates for Early County as specified in Attachment 2. Performance will be inspected and accepted per FAR 52.246-12, and the contractor is subject to liquidation of advance payments against invoice items. The offeror must be SAM-registered, certified as a small business under the $19 million size standard for NAICS 238220, and submit proposals via email to James Roloff by the deadline of June 5, 2026, at 1 p.m. ET, including documentation of experience and past performance.
