This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Description: This solicitation is for the inspection, diagnosis, and repair of three (3) MEGA Door brand vertical lift hangar doors located at the 187th FW, in accordance with the provided Statement of Work. The primary issue to be addressed is the generation of metal shavings during door operation.


Set-Aside Status: This acquisition is issued on a full and open competition basis and is not set-aside for small business concerns.


This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. dated 03/13/2016. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


1. List of Line Items

2. Description of Requirements


The contractor shall provide all services necessary to restore the hangar doors to full, safe, and correct operational status. The scope of work includes, but is not limited to:


  • Comprehensive Inspection and Diagnostics: Conduct a thorough inspection of each door to identify the source of the metal shavings and provide a detailed report of findings and a recommended plan for corrective action.
  • Corrective Maintenance and Repair: Perform all necessary repairs, which may include component replacement, realignment, and lubrication. All replacement parts shall be Original Equipment Manufacturer (OEM) parts from MEGA Door (ASSA ABLOY) or an equivalent that meets or exceeds OEM specifications.
  • Preventative Maintenance and Servicing: Perform a full preventative maintenance service on each door as recommended by the manufacturer.

A full description of requirements is detailed in the attached Statement of Work.


3. Date(s) and Place(s) of Performance and Acceptance


  • Place of Performance: 187th Fighter Wing, Dannelly Field ANGB, Montgomery, AL
  • Period of Performance: 30 days after award.

4. Site Visit


In accordance with FAR Provision 52.237-1 Site Visit a site visit will be held for all interested offerors. The date for the site visit is 27 May 2026 at 9:30 AM.  Interested parties shall meet at the Civil Engineering Building (Bldg 1801), to be escorted to the hangars.  To attend vendors must provide name and drivers license information, state and number, of all attendees no later than 22 May 2026.   Please email to stephen.shanks.1@us.af.mil. This will be the only site visit for this project.  Star ID or Passport are required for base access.  Firearms are not allowed on base.  All vehicles shall be searched.  Please allow time for this when attending the site visit.

7. Evaluation Criteria and Award


  • Evaluation Factors: Proposals will be evaluated on the following factors:
    1. Past Performance: The Government will evaluate the offeror's relevant and current (within the last 5 years) past performance on similar projects.
    2. Price: The Government will evaluate the offeror's total proposed price for reasonableness.
  • Basis for Award: Award will be made to the responsible offeror whose proposal represents the best value to the Government, considering both past performance and price.

8. SECURITY REQUIREMENTS


  • Access and General Protection/Security Policy and Procedures: This standard language is for contractor employees with an area of performance within a government-controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer's Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation's Security Forces, Director of Emergency Services, or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
  • For contractors that do not require a CAC but require access to a DoD Facility and/or Installation, the contractor and all associated sub-contractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by the government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. It is expected that new security requirements to satisfy the contractor's personal identification requirements in Homeland Security Presidential Directive (HSPD-12), "Policy for a Common Identification Standard for Federal Employees and Contractors," and Federal Information Processing Standards Publication (FIPS PUB) Number 201, "Personal Identity Verification (PIV) of Federal Employees and Contractors," are incorporated in the life of this contract. The contractor shall comply with all requirements at no additional cost to the Government.
  • AT Level 1 Training: This standard language is for contractor employees with an area of performance within a government-controlled installation, facility, or area. All contractor employees, including sub-contractor employees, requiring access to Government Installations, Facilities, and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and sub-contractor employee will be maintained by the COR or Antiterrorism Representative.
