AI Contract Overview
The United States Coast Guard (USCG) has issued a combined synopsis/solicitation (number 70Z03826RL0000006) for a firm fixed-price Indefinite Delivery Requirements Contract (IDIQ) aimed at the repair, inspection, evaluation, and modification of composite panels for the HC-144 aircraft. This contract is set aside entirely for small businesses under NAICS code 488190, with a small business size standard of $40 million. The award is anticipated to be made around November 1, 2026, with a base performance period of one year and four additional one-year options, allowing a total contract duration of up to five years. The contractor must be an FAA Part 145 authorized repair center with expertise in aircraft composite component panel repairs. Proposals are due by May 29, 2026, and must include pricing for all contract periods and line items, or risk being disqualified as non-compliant. The scope encompasses restoring airworthiness to HC-144 aircraft composite components through repair or modification services performed per FAA standards and original equipment manufacturer specifications, including handling both pre-identified and emergent composite repairs. Deliverables require the inclusion of FAA Airworthiness Approval Tags and Certificates of Conformance, with all repaired components shipped under strict packaging and marking requirements following ASTM D 3951-10. Inspection and acceptance will be conducted at the USCG Aviation Logistics Center in Elizabeth City, NC. Evaluation is based on a Lowest Price Technically Acceptable (LPTA) procedure, with proposals passing technical acceptability reviewed solely on price for award determination. The contract contains comprehensive FAR clauses addressing labor standards, cybersecurity, subcontract limitations, and compliance with federal acquisition regulations, including specific provisions related to Iran sanctions and supply chain security. The USCG emphasizes a one-time proposal submission process with no discussions, requiring electronic submission addressed to the designated contracting officer contact. The contract supports sustainable product preferences and includes clauses permitting contract extensions up to six months, while maintaining stringent compliance and reporting obligations throughout contract performance.
