NAVSUP Weapon Systems Support Philadelphia intends to solicit a sole source contract with Sikorsky for the repair of two reservoir manifolds, part number 70654-23802-102 and NSN 4320013356683. This procurement is being conducted under FAR Part 15, as the government does not possess the necessary data rights to seek additional sources. The action is authorized under 10 U.S.C. 3204(a)(1) and FAR 6.302, reflecting the agency's determination that only one responsible source can satisfy the requirement. Interested organizations may submit capability statements or proposals to Anna Kiessling via email within six days of the synopsis. While the government intends to negotiate exclusively with Sikorsky, any firm not already approved to manufacture the material must submit a Source Approval Request, though the repair process will not be delayed for such approvals. This is a pre-solicitation notice and not a request for competitive proposals, with all electronic procedures managed through NECO.

General Info

Any new source seeking to respond must submit comprehensive documentation as outlined in the NAVSUP Weapon Systems Support Source Approval Information Brochures, covering production experience for identical or similar items; failure to provide complete data will result in disqualification. The Government retains discretion to proceed with award based on Fleet support needs if source approval cannot be completed in time. All interested parties may submit proposals or capability statements within 45 days from the notice date, or 30 days if under an existing Basic Ordering Agreement, but this is not a competitive solicitation. Commercial item submissions are accepted within 15 days, though the acquisition is not conducted under FAR Part 12 policies.
