The work is to be performed under a firm-fixed price contract, with award anticipated on a sole-source basis to General Electric Co. Packaging must exclude prohibited materials such as Styrofoam or peanuts, and each item must be individually packaged with internal labels containing the NSN, part number, serial number, quantity, nomenclature, and purchase order details. External labeling must include a packing list and the “FAST PAY” designation to enable expedited payment processing. The U.S. Government will perform inspection and acceptance upon delivery at the destination, with acceptance contingent on technical acceptability, adherence to OEM specifications, and completion of all required documentation. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability being the primary pass/fail criterion before price is considered. Offerors must hold valid FAA certification or OEM approval, comply with all applicable FAR clauses including those governing government property, whistleblower rights, and prohibitions on covered telecommunications equipment under Section 889 of the NDAA
