Repairs and Upgrades to Two-Story House at South End of Holly Beach Farm Preserve, Sandy Point State Park

The Maryland Department of Natural Resources is soliciting bids for repairs and upgrades to a two-story, three-bedroom house and a free-standing garage located at 1927 Holly Beach Farm Road within the Holly Beach Farm Preserve at Sandy Point State Park. This Small Business Reserve procurement, classified under Project Classification A, is intended for certified small business vendors and has an estimated value of up to $100,000. The scope of work includes significant electrical upgrades, such as replacing a 100-amp panel with a 150-amp panel and installing smoke/CO detectors, as well as HVAC installations involving a two-zone mini-split heat pump system. Additional requirements involve basement waterproofing, interior and exterior construction, and specific electrical and labeling standards. Qualified bidders must be licensed general contractors in the State of Maryland with at least five years of experience in similar installation projects. The contract requires the use of specialized subcontractors with five years of experience in boiler/hydronic heating, basement waterproofing, and stucco installation. Bidders must adhere to strict safety and regulatory standards, including OSHA, MOSHA, and State Prevailing Wage Laws, and must provide various certifications regarding drug-free workplaces, healthcare expenses, and minority business enterprise utilization. The award will be granted to the lowest responsive and responsible certified small business bidder.
