N--REPLACE DUAL GATE MOTORS

The contract requires the replacement of dual swing gate operator motors at Fort Vancouver National Historic Site, with the work to be completed under a firm fixed price commercial service arrangement between July 24, 2026, and September 30, 2026. The scope includes removing and disposing of existing motors, installing two new dual swing gate motors that integrate with existing access control systems, performing Lockout/Tagout procedures, mobilizing equipment, implementing traffic control, conducting site cleanup, and providing all labor and materials in accordance with National Park Service standards, manufacturer specifications, and applicable codes. Contractors must attend a pre-work planning meeting to submit product data sheets and a Job Hazard Analysis, and they are required to conduct testing and commissioning that includes full open/close cycles, safety system verification, limit adjustments, manual delivery, and operational demonstrations for NPS and USFS staff. Final acceptance is contingent upon debris removal, site restoration, and submission of a completion report. The work must be performed Monday through Friday from 7:00 a.m. to 5:30 p.m., with no work allowed on holidays or weekends, and any non-standard access requires coordination with NPS and USDA Forest Service. This solicitation is a total small business set-aside under NAICS code 811310, requiring all offerors to maintain an active small business registration in SAM prior to submission. Proposals must be submitted as a single PDF via email or mail by 1:00 p.m. Pacific Time on July 21, 2026, using the SF-1449 form and must include the contractor’s SAM UEI or CAGE Code, remittance address, point of contact information, and an authorized signature.
