THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT QUALIFICATION DOCUMENTS OR PROPOSALS. SHOULD THIS REQUIREMENT MOVE FORWARD, A SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE PROVIDING INSTRUCTIONS FOR OFFERORS TO RESPOND TO THIS OPPORTUNITY.

The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Allenwood anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Replace HVAC Units at FCC Allenwood located at Route 15, 2 miles North of Allenwood, Allenwood, PA 17810.


The Federal Bureau of Prisons (FBOP), FCC Allenwood, located at Route 15, 2 miles North of Allenwood, Allenwood, PA 17810, seeks to award a single contract to a qualified and licensed contractor to provide all labor, materials, and engineering services to include the submittal of a comprehensive 100% Design Package for FBOP approval, encompassing technical material specifications for the following;


1. Contractor qualified technicians to demolish and properly dispose:


a. One (1) existing 30-ton and one (1) existing 50-ton package HVAC unit to include


indoor air handler units (AHU’s), outdoor condensers, & return fans. Contractor is


required to disconnect and lock-out existing electrical to existing units.


b. Existing ductwork shall remain.


2. Contractor qualified technicians to furnish and install:


a. One (1) new 30-ton and one (1) new 50-ton HVAC unit to include outdoor


condensers, indoor AHUs, and return fans. The new units shall be of similar


make, model, and capacity of those being removed.


b. The condensers and air handlers are to be installed on the existing concrete pads


with correctly sized isolators. If the existing pads are not large enough to


accommodate the new units, the contractor is responsible for extending the pads


to accommodate the new units.


c. Final duct connections to the unit shall have flex duct connections.


d. Install new condensate drain piping to nearest approved drain.


e. Reconnection of existing electrical system that is compatible with new units.


f. Install new outdoor disconnects (possibly indoor).


g. Install new copper line sets:


1. Pressure test, 300 PSI for 24-hours.


2. Triple evac to 500 microns


h. Install new variable frequency drives (VFDs), duct smoke detectors, smoke dampers,


economizer dampers, and all other applicable control devices. All controls to be tied into


the Automated Logic control system.


3. All ductwork construction, installation, and pressure/leakage testing (if included) to comply with latest SMACNA (Sheet Metal and Air Conditioning Contractors' National Association) standards.


4. All areas and existing mechanical systems/infrastructure within the building are easily accessible to conduct a diagnosis and obtain information listed above. Walls, ceilings, etc. require to be opened/penetrated to obtain access to be done by Contractor If required.


5. Contractor will complete the startup of new HVAC equipment and air balancing.


6. Contractor will provide training for BOP staff for operation, maintenance and trouble-shooting


of the new systems at closure of the project.


7. Contractor will provide minimum five (5) year warranties for all labor and materials provided, as well as any manufacturer’s warranties, from date of substantial completion.


Please note that the attached Statement of Work is subject to change.  The attachments included with the solicitation will provide complete requirements for this project.  The solicitation will be posted at a later date.

The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a corresponding small business size standard of $19.0 million average annual receipts for the firms preceding three fiscal years. The estimated magnitude of this project lies between $1,000,000 and $5,000,000.

The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above to qualify as a small business. Interested small business contractors are requested to respond to this notice by adding their names to the Interested Vendors List for this posting on the SAM website at https://sam.gov. You must be logged in to your vendor account in order to access the Interested Vendors List. Please add your business name only if you are interested in submitting a bid as a Prime contractor and are capable and eligible to compete for and perform this project.


This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of contract with subcontractors.
