Replacement of Fleet Mechanics Bay HVAC System at the Joint Operation Centre

The City of Vaughan is soliciting bids for the replacement of the HVAC system at the Joint Operation Centre's Fleet Mechanics Bay, located at 2800 Rutherford Rd, Vaughan, ON. The scope of work includes the installation of the new system, completing and watertight sealing of all ceiling and wall penetrations, and performing all necessary third-party inspections and testing at the contractor's expense. Work must be completed within four weeks of the construction start date, following a kick-off meeting and the submission of shop drawings. The contractor is required to maintain a hazard-free site that remains open for City mechanics during standard business hours and must utilize mechanical lifts for any work exceeding 20 feet, as ladders are prohibited. Eligible bidders must be prequalified under RFPQ 24-449 and submit their proposals exclusively through the online bidding system by October 22, 2026, at 3:00 PM. Mandatory submission requirements include a bid bond for 10% of the bid price and a digitally signed Agreement to Bond. Successful awardees must provide performance and labour and material bonds, each valued at 50% of the bid price, and maintain boiler and machinery insurance. For projects exceeding $500,000, certification with an approved Occupational Health and Safety Management System is required. The City reserves the right to award the contract to the most responsive bidder, regardless of whether they are the lowest bidder, based on the best interests of the City.
