Replacement of Three Cooling Coils - Ottawa Central Experimental Farm

Agriculture and Agri-Food Canada is seeking a qualified mechanical contractor to remove three existing cooling coils from air handling units (AHU #2, AHU #3, and AHU #6) in Building 22 at the Central Experimental Farm in Ottawa and to supply and install three new cooling coils in their place. The work must be completed by September 15, 2026, with specific milestones including on-site measurements within the first week after contract award and delivery of the new coils within eight weeks. All new coils must comply with section 6.4 specifications, be manufactured as a single section only, and include new piping and insulation from the valve to the coil. The contractor is responsible for the removal and proper disposal of the old coils, performing pressure tests and inspections for leaks with AAFC personnel, and providing a warranty letter upon completion. Work must be performed on government property with strict security protocols; all contractor personnel must be escorted at all times by an authorized AAFC employee with security clearance, and unescorted access is prohibited. The use of contractor IT systems to process or store protected or classified information is forbidden, and any subcontracting involving security requirements requires prior written approval from AAFC. The contract is awarded on a fixed-price basis with payment issued within 30 days of receiving a compliant invoice, and taxes are excluded from the quoted price while customs duties are included. Invoices must include detailed expenditure breakdowns, supporting documentation such as time sheets and progress reports, and separate listings of applicable taxes with registration numbers. The contractor must maintain detailed accounting records for seven years after final payment and must be able to produce them upon request. Only Canadian suppliers or suppliers from applicable trading partners may submit offers, and each offeror must hold a valid Procurement Business Number, complete the required declarations, and certify compliance with ethics, integrity, and employment equity standards. Offers must be submitted in English or French via email to AAFC’s Bid Receiving Unit, structured into two sections: a financial offer and an offer submission form with declaration, and must be received by July 7, 2026, at 14:00 EDT. A site visit is scheduled for June 23, 2026. Failure to meet any mandatory requirement renders an offer non-compliant, and the contract will be awarded to the lowest compliant bid.
