Yokota AB Refuse Disposal Commercial Solutions Opening (CSO)
Solicitation # FA5209-26-S-C001
The Department of the Air Force, through the 374th Contracting Squadron, is soliciting innovative commercial solutions for refuse disposal at Yokota Air Base, Japan, under solicitation FA5209-26-S-C001. This unrestricted, two-step closed Commercial Solutions Opening (CSO) seeks to address two primary Areas of Interest: the repair, refurbishment, or replacement of on-base incinerator components to extend the facility's lifespan by 10 to 15 years, and the provision of off-base refuse collection, transportation, and disposal services. The government intends to award Firm-Fixed Price contracts with funding anticipated for Fiscal Year 2028 or later, with expected periods of performance of approximately five years. The procurement process begins with Step 1, requiring the submission of a brief white paper or pitch by 4pm JST on December 7, 2026. Selected offerors will then be invited to Step 2 to submit full technical and price proposals. Evaluation for Step 1 focuses on technical relevance, mission importance, feasibility, and cost realism, while Step 2 proposals are assessed on technical merit, price reasonableness, schedule realism, and past performance.
