This contract solicitation seeks to support the Replication of Recovery and Reunification Interventions for Families-Impact Study (R3-Impact), a follow-up to a prior project aimed at replicating recovery coaching interventions for families affected by parental substance use disorders within the child welfare system. Authorized under the SUPPORT Patients and Communities Act, the effort focuses on funding the replication of at least one recovery coaching intervention, accompanied by a comprehensive three-part evaluation consisting of a pilot study, a rigorous multi-year impact study involving random assignment and repeated follow-ups, and a concurrent implementation study. The overall goal is to assess the effectiveness of these interventions in promoting parental recovery and family reunification, while also understanding the processes involved in implementation to guide future scaling and replication. The contract is managed by the National Institutes of Health within the Department of Health and Human Services, with performance located in Bethesda, Maryland. Key objectives include conducting an impact evaluation informed by pilot data to provide evidence of the intervention’s short-term benefits and executing an implementation evaluation to analyze study execution and inform best practices. This phase builds on previous work completed under contract HHSP233201500069I and aims to fulfill legislative requirements by expanding the evidence base on recovery coaching interventions. The ultimate intent is to determine both the effectiveness and scalability of these interventions to improve outcomes for families affected by opioid and substance use disorders in child welfare contexts.

This sole source RFP is for Replication of Recovery and Reunification Interventions for Families-Impact Study (R3-Impact). This is a follow on to Replication of Recovery and Reunification Interventions for Families (R3),contract number HHSP233201500069I. The Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities (SUPPORT Patients and Communities Act; Public Law 115-271) authorizes funding for the replication of a recovery coaching intervention for families engaged in the child welfare system due to parental substance use disorders and to conduct a three-part evaluation. The evaluation must include (1) a pilot study, (2) an impact study that includes a random assignment and multiple follow-ups of participating families over 5 years, and (3) an implementation study that is conducted concurrently with the impact study. The purpose of this contract is to replicate at least one recovery coaching intervention and conduct a pilot study and the initial phases of the impact study and implementation study. This contract builds on work conducted in the Expanding Evidence on Replicable Recovery and Interventions for Families (R3) project, contract number HHSP233201500069I. Specifically, this Phase 2 project, the Replication of Recovery and Reunification Interventions for Families-Impact Study (R3- Impact), aims to satisfy some of the legislative requirements outlined in the SUPPORT Act by replicating a recovery coaching intervention and conducting the pilot study, implementation study, and initial phases of the impact study. The R3-Impact project has two primary goals. The first goal is to execute a rigorous impact evaluation on the replication of the recovery coaching intervention(s). The impact evaluation will be informed by the conduct of a pilot study and will add to what is known about the effectiveness of the intervention(s) in helping parents achieve positive recovery and reunification outcomes in the shorter term. The second goal is to execute an implementation evaluation that analyzes the processes for the pilot and impact studies and informs future replication and evaluation efforts. These goals encapsulate ACF's interest in understanding whether recovery coaching interventions yield successful parental SUD recovery and permanency outcomes[1], and if so, whether the potential exists to scale the recovery coaching intervention(s) for the benefit of more affected families.

Solicitation # 75N98027Q00017
Solicitation 75N98027Q00017 is a combined synopsis and notice of intent for a non-competitive award by the National Institutes of Health (NIH) to Purdue University, specifically the Purdue Institute for Drug Discovery. The contract supports the Bench-to-Bedside study Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease. The scope of work for the Year 1 requirement involves the synthesis, scale-up, characterization, and optimization of lead SYK inhibitors S1115 and S1213, with a delivery requirement of approximately 3 to 5 grams of each compound along with supporting analytical and potency data. The award is justified as non-competitive because Purdue University possesses the project-specific knowledge and prior research experience necessary to avoid technical risk and duplication of effort. The acquisition is conducted under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. Research activities will be performed at Purdue University in West Lafayette, Indiana, with deliverables sent to the National Heart, Lung, and Blood Institute in Bethesda, Maryland. The associated NAICS code is 325411 for Medicinal and Botanical Manufacturing, and the requirement is not set aside for small businesses. Administrative requirements include active registration in the System for Award Management and the use of the Invoicing Processing Platform for three-way match payments. Responses were due by November 4, 2026, to the contracting specialist, Nicholas Capobianco.
