The project also requires a 12-month operational support period following construction. The estimated magnitude of construction exceeds 100 million dollars, with a period of performance from February 1, 2027, to February 1, 2030, and a revised assumed Notice to Proceed date of April 1, 2027. The government will utilize a multi-factor, best-value tradeoff process for award, evaluating proposals based on technical experience, technical approach, management approach, key personnel experience, and price. Key personnel requirements include a Project Manager, Construction Superintendent, Quality Control Manager, Safety Specialist, and Historic Preservation Treatment Specialist. Contractors must provide performance and payment bonds and adhere to union prevailing wage rates. Technical requirements emphasize strict cybersecurity hygiene for SCADA/MES equipment, granting the government full access to software source code, and compliance with ADA standards. Solicitation # 191BWC26R0009
Solicitation 191BWC26R0009, issued by the International Boundary and Water Commission, seeks a contractor to provide Firm Fixed Price Operations and Maintenance (O&M) services for the South Bay International Wastewater Treatment Plant (SBIWTP) in San Ysidro, California. The contract is structured with a base year running from June 1, 2027, to May 31, 2028, and multiple option years extending through May 2031. A primary objective of the scope is managing plant operations, SCADA systems, and maintenance during the facility's expansion from 25 MGD to 50 MGD. The contractor must ensure 24/7 staffing, including a bilingual operator, and maintain strict compliance with the National Pollutant Discharge Elimination System (NPDES) permit and other regional water quality board regulations. Award will be based on the Highest Technically Rated with a Fair and Reasonable Price method, where non-price factors—such as plant operations, permit compliance, and staffing—are significantly more important than cost. Key requirements include the designation of a Project Manager, Superintendent, Site Safety and Health Officer, SCADA Specialist, and Asset Manager. The contractor is responsible for a wide array of deliverables, including a Phase-In Plan, Preventative Maintenance Plan, and monthly performance reports. Security is a high priority, requiring background investigations for personnel and adherence to NIST standards for protecting Controlled Unclassified Information. Performance will be monitored via a Quality Assurance Surveillance Plan focusing on regulatory compliance, uptime, and effluent quality.
