Request for Information - Biometric Matching Algorithm RFI No. 3

The Federal Bureau of Investigation is conducting market research through Request for Information RFI No. 3 to gather industry input on biometric matching algorithms to support the Next Generation Identification system. Respondents are invited to provide detailed information on company ownership and structure, secure build and compilation facilities located within the United States for foreign entities, biometric algorithm performance, transition approaches, scalability, software maintenance, licensing models, response times, and accuracy. The algorithms must support multiple biometric modalities including rolled, flat, and latent fingerprints with an integrated web-based latent case management system, face recognition, iris recognition, and tattoo pattern recognition. All solutions must be designed to operate exclusively within an FBI-approved GovCloud environment and achieve FedRAMP High certification with 99.95% uptime to meet the NGI’s 24x7 mission-critical requirements. Industry responses must include a description of pricing using the provided one-year cost template, breaking down direct labor, equipment, software, travel, and other costs, along with detailed licensing terms covering perpetual, subscription, open-source, user/concurrent, enterprise, trial/evaluation, and cloud/SaaS models, including pricing structures, discounting policies, and rights for usage, modification, redistribution, and sublicensing. Technical submissions must not exceed twenty-five single-sided pages formatted in Times New Roman, 12-point font with one-inch margins and must follow the exact heading structure outlined in the RFI’s objective section. All information must be classified as unclassified and submitted electronically via email to Teala Watkins at tmwatkins@fbi.gov no later than June 30, 2026, by noon Eastern Time. Responses are required to describe defect resolution processes with estimated timelines, provide benchmark data from recognized independent evaluations such as NIST, and include comprehensive documentation including release notes, user guides, developer resources, and training plans for FBI personnel. Vendors must also outline change management practices with version control, traceability, and rollback capabilities, along with ongoing maintenance commitments for timely patches and updates. Questions regarding the RFI must be submitted by June 12, 2026, with the subject line “RFI No. 3 – CJIS Biometric Algorithm Q&A,” and answers will be posted to SAM.gov by June 17, 2026.
