Broward County Human Services Division (HSD) is issuing a Request for Information to determine if the services of a Disease Intervention Specialist can be obtained from multiple providers or if the services are only available from a sole source, specifically the Florida Department of Health (FDOH). The role involves investigating communicable diseases, including HIV/AIDS, collecting epidemiological data, conducting field investigations, and managing reporting requirements to FDOH. The FDOH is uniquely authorized under Florida Administrative Code to investigate and manage communicable diseases, and collaborates with Broward County to establish Intensive Care Teams that focus on identifying and providing care and prevention services to people living with HIV/AIDS who have dropped out of care. This RFI aims to verify whether alternative providers can meet the County’s needs or if FDOH’s services are exclusive, with the County’s Purchasing Director having sole authority to determine if the services are comparable and to designate a sole source. Vendors are invited to submit information demonstrating their capability to provide these services or contest the sole source designation, with responses due by November 14, 2024. The process emphasizes that the final decision on the sole source designation is final, non-appealable, and based on the County’s assessment of the submitted information. The contract size is estimated between $50,000 and $150,000, and the solicitation is part of the Florida Department of State’s procurement activities.

Notice of Intent to Designate Sole Source/Sole Brand: This Request for Information (RFI) Notice of Intent to Designate Sole Source is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment. The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County’s needs: The Broward County Human Services Division (HSD) is seeking a Disease Intervention Specialist to investigate communicable diseases and dictate when and how diseases are to be reported to FDOH by practitioners and laboratories. The Disease Intervention Specialist should, but is not limited to the following: • Conduct systematic collection of information, analysis, evaluation, and dissemination of epidemiological data, conduct field investigations, interview newly identified people with HIV/AIDS ("PLWH"); • Complete surveillance reports required to monitor communicable and other reportable diseases, and re-engagement services for PLWH who dropped out of care. HSD is seeking Sole Source approval for the Florida Department of Health ("FDOH") to provide these services. The FDOH is designated under 64D-3, Florida Administrative Code, entitled, "Control of Communicable Diseases and Conditions Which May Significantly Affect Public Health," to investigate communicable diseases and dictate when and how diseases are to be reported to FDOH by practitioners and laboratories. Broward County and FDOH also collaborate to establish Intensive Care Teams ("ICT)" that rapidly identify the eligible population and provide intensive HIV education and secondary prevention services, readiness for care counseling, active linkage, and re-engagement services for PLWH who dropped out of care. FDOH is the only public health authority designated to provide these services to the population. This RFI will remain posted until closing date and time. Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation. If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
