The U.S. Army Corps of Engineers (USACE) has issued a Request for Information (RFI) aimed at gathering input from industry to improve the clarity and consistency of sources sought notices used in construction and related service procurements. This RFI is not a solicitation and does not guarantee future contract awards; it solely serves as a tool to collect market research to assist USACE in developing a standardized template for sources sought notices that will enhance communication and response efficiency across all USACE districts and centers. The focus extends beyond construction to include sectors such as dredging, architecture and engineering, environmental services, remediation, and manufacturing. Respondents are invited to provide feedback through two separate surveys: one covering a general summary of sources sought notices and the other focusing on specific project narratives. All submissions become government property and must be made at the respondent’s expense, with no reimbursement for costs incurred. The effort is intended to ensure that future notices are well-structured and informative, thereby enabling companies to make better-informed decisions when responding. The RFI was posted on May 12, 2026, with a response deadline of May 21, 2026, and it is managed by USACE under the Department of Defense with the place of performance in Washington, D.C.

1. Introduction

This is a Request for Information (RFI) only. This RFI is not a solicitation and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. Responses will not be considered proposals, and no award will be made because of this request. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding are solely at the interested party's expense, and all submissions become Government property and will not be returned.

The U.S. Army Corps of Engineers (USACE) is seeking information from industry to help generate a standardized sources sought notice for construction projects.  Although our primary focus is currently the construction sector, we are seeking from all service areas, to include dredging, architect and engineering, environmental services, remediation services and manufacturing.

2. Background

USACE, working with our strategic partners, are continuing to seek better ways we can communicate the requirement need when issuing sources sought notices with industry.

3. Purpose

The purpose of this RFI is to gather market research from our industry partners. The feedback received will help USACE ensure future sources sought notices contain the necessary details for companies to make an informed response decision. Ultimately, our goal is to use this input to develop a consistent, well-written, and effectively formatted template for use across all districts and centers, thereby improving efficiency for both government and industry.

4. Requested Information

There are 2 different surveys:

a.  Sources Sought Notice - General Summary (Items 1 through 3)

b.  Sources Sought Notice – Specific Project Narrative (Part A through Part F2).

See attached documents.  Review these documents when responding to the surveys.
