Full Description

Charleston County School District (CCSD) is issuing this Request for Information (RFI) to solicit feedback from qualified firms with experience providing Capital Program and Construction Management services for a proposed Capital Building and Maintenance Program budget of approximately 1.2 Billion dollars. The purpose of this RFI is to provide prospective vendors with an opportunity to review the District's proposed scope of work and provide constructive feedback regarding the clarity, completeness, and feasibility of the requirements. CCSD is seeking industry input to identify any potential ambiguities, inconsistencies, omissions, or other provisions within the proposed scope that may create challenges or hinder a vendor's ability to understand the requirements, develop a responsive proposal, or fully participate in a future competitive procurement process. Responses to this RFI should identify areas where additional clarification, modification, or consideration may be warranted and may include recommendations based on industry standards, current market conditions, and best practices for capital program and construction management services. Vendors are encouraged to provide specific and actionable feedback that will assist CCSD in developing a clear, equitable, and competitive solicitation. This RFI is intended solely for information-gathering and market research purposes and does not constitute a solicitation, invitation to bid, or request for proposals. Submission of a response does not create any contractual obligation on the part of CCSD, nor does it guarantee that a future procurement will be issued.

Short Range Transit Plan
Solicitation # RFP 26-14
Ben Franklin Transit (BFT) is soliciting proposals under RFP 26-14 for consultant services to develop a Short Range Transit Plan (SRTP) to guide service, operational, and financial strategies for a one-to-five-year period. The project is structured into four phases: system assessment, plan development, implementation scheduling, and a sustainment framework. The primary objective is to create a Board-adopted document that identifies route-level service changes, resource requirements, and capital inputs, all supported by a foundational financial assessment and scenario modeling. The final plan is intended for future integration into BFT's annual Transit Development Plan and must align with FTA compliance, Title VI equity analysis, and WSDOT standards. The contract is a Time-and-Materials agreement with a total value not to exceed 400,000 dollars, based on a negotiated blended fully burdened hourly rate. The total project duration is 14 months, with an anticipated award in the fourth quarter of 2026 and final Board adoption targeted for the first quarter of 2028. Selection will be made on a best value basis, evaluating the consultant's project management approach, relevant experience with similar-sized agencies, and ability to provide editable financial models and GIS data for knowledge transfer. Proposals are due by October 5, 2026, via the OpenGov portal. Key administrative terms include a 90-day written notice for contractor cancellation and a 30-day payment term following the receipt of acceptable monthly invoices.
