The United States Air Force Business Enterprise Systems Division is seeking industry input through a Request for Information to identify qualified partners capable of building, integrating, and sustaining a suite of enterprise resource planning common services on the Cloud One Oracle Cloud Infrastructure platform. This effort aims to establish a scalable, secure, and shared-services model that enhances collaboration, streamlines business operations, and enables continuous integration of advanced technologies—including artificial intelligence and machine learning—to deliver a decisive information advantage to the warfighter. The government is not issuing a solicitation at this time; this RFI is strictly for market research to inform future acquisition decisions and does not obligate the government to award a contract. Respondents must provide comprehensive details about their company, including CAGE Code, UEI Number, SAM registration status, ownership structure, and NAICS code 541511 registration. They must also indicate whether they intend to participate as a prime contractor or subcontractor in a future procurement, with primes required to detail their subcontracting strategy. All responses must be submitted electronically by July 7, 2026, and are subject to strict formatting requirements including a 12-page limit, Times New Roman 12-point font, and one-inch margins. Proprietary information must be clearly marked and segregated. Future contractors, should a solicitation be issued, will be expected to provide 24/7/365 operational support for mission-critical systems and ensure continuity of operations and disaster recovery capabilities. The contract period is projected to include one base year with four one-year options and a six-month extension, with performance centered in Montgomery, Alabama. The successful vendor will need to maintain at least 90% staffing levels at all times and implement remediation plans to restore that level within 30 days of any shortfall. Personnel must possess required security clearances and technical certifications within 30 days of contract award. The contractor must collaborate closely with the ERP CS PMO, DISA, Cloud One, and original equipment manufacturers like Oracle while adhering to government-mandated standards and industry best practices. Organizational conflicts of interest, as defined under Revolutionary FAR Overhaul 9.5, must be disclosed in responses. Importantly, all costs associated with submitting an RFI response—including time, resources, and proprietary data preparation—are borne solely by the respondent, and the government bears no financial responsibility for participation in this market research.
