In accordance with applicable regulations of the Federal Transit Administration (FTA) of the United States Department of Transportation (USDOT) and the internal procedures of the RTA, prospective developers interested in submitting a competing proposal to lease the subject property and offer RTA similar service enhancements in full compliance with the Joint Development regulations of the Federal Transit Administration, must submit a written proposal via OpenGov or email to: Kim Hereford, Procurement Manager, Regional Transportation of Middle Tennessee: Kim.Hereford@nashville.gov . RTA reserves the right to proceed with the unsolicited proposal as a Sole Source Procurement if it is determined that no other entity responding to this notice offers a proposal with similar benefits, or to solicit for competitive proposals if it is determined that there are multiple entities that could potentially meet the intent of the project. January 21, 2026 RTA Board of Directors approved the following: WeGo Staff and the proposer provided information about the proposed easement and accompanying development at a meeting of the RTA Finance Committee on January 13. With the understanding that such an arrangement would not interfere with the Authority's ongoing operations, that it would not compromise the Authority's continuing use and control of the property, and that the transaction may result in an income stream for the Authority based on the fair market value of the easement; the Finance Committee is recommending that the RTA Board authorize staff to Advertise the receipt of this proposal in accordance with Federal Transit Administration (FTA) regulations and RTA Unsolicited Proposals Policy in a competitive environment to determine if other proposers could provide a similar benefit to the Authority. If no other competitive proposals are received, the Board authorizes a twelve (12) month period of exclusive negotiation during which time the RTA staff and developers would engage in due diligence, including the development of materials for regulatory review by FTA and other necessary entities. Any final legal agreement (easement or otherwise) between the RTA and the developers would be required to be approved in a separate action by the RTA Board of Directors.
