The National Geospatial-Intelligence Agency (NGA) has issued a Request for Information (RFI) titled "Patagonia" solely for information and planning purposes, without any commitment to contract or to issue a Request for Proposal (RFP) in the future. This RFI seeks insights from vendors of all sizes on potential capabilities for a cloud-based solution designed to ingest, sort, protect, and disseminate both structured and unstructured geospatial intelligence (GEOINT) data. The envisioned system is to be a cloud-provisioned library accessible by U.S. customers and partners through open standards or machine-to-machine interfaces, requiring adherence to standards and a clear transition path from legacy systems to industry-standard technology baselines. Respondents should note that the government will not cover any costs related to preparing or submitting information in response to this RFI. Access to full RFI documentation is restricted through the classified Intelligence Community Acquisition Research Center (IC-ARC) on the JWICS network, requiring interested companies to have a Top Secret Facility Clearance and be U.S.-owned. Instructions for registration and access to the classified site are provided, along with submission guidelines and deadlines detailed within the RFI documents. The RFI was posted by the NGA's Office in Springfield, VA, under solicitation number NGA_RFI_PATAGONIA, with Erik J. Rodriguez serving as the contract specialist and point of contact. Participants are encouraged to monitor the IC-ARC site for updates and Q&A postings related to this engagement.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
