The California Department of Transportation (Caltrans) has issued a Request for Information (RFI) to gather industry insights on modern project and workflow management solutions that can replace their current legacy system, LP2000, used for managing local transportation projects funded through the Local Assistance Program (LAP). The LAP oversees over $4 billion annually across nearly 600 local agencies, tracking more than 4,400 active projects that require careful programming, funding, oversight, and compliance to ensure timely and proper expenditure of federal and state funds. The existing LP2000 system is internally facing and lacks external access, prompting Caltrans to seek a more integrated, automated, and data-driven platform that enhances real-time validation, reporting, and accessibility, while seamlessly interfacing with existing systems such as CTIPS, Advantage, and B2GNow. The RFI emphasizes understanding vendor capabilities across key business areas including project management, funding, compliance, and performance outcomes, with a focus on solutions that support automated workflows, data integration, security, and user support for both internal staff and external local agency users. The procurement process includes detailed technical and capability assessments through vendor responses, with an anticipated solicitation release in January 2027 and project award targeted for July 2027. An addendum has clarified details around user estimates, system interfaces, and project timelines, reaffirming Caltrans' intent to modernize its local assistance project management infrastructure to improve efficiency, oversight, and data integrity across its transportation funding programs.

This Request for Information (RFI) is released by the State of California, Department of Transportation (Caltrans), Division of Procurement and Contracts (DPAC), on behalf of the Information Technology Project Management Office (IT PMO) and Division of Local Assistance (DLA).  For the purpose of this RFI, `the State¿ refers to Caltrans, acting on behalf of the State of California. This RFI is not a solicitation.  This RFI is issued solely for information gathering purposes to support Caltrans in understanding available solutions, industry trends, and best practices. This RFI does not constitute a solicitation for bids, proposals, or offers. No contract award will directly result from responses to this RFI. Participation in this RFI is voluntary, and responses will be used for planning purposes only. The purpose of this RFI is to gather information from the vendor community regarding available project/workflow management solutions that can address the evolving needs of Caltrans. Caltrans is seeking to understand the current marketplace, industry capabilities, and potential technology solutions that align with current and evolving business needs for Local Assistance Project Management System (LAPMS). The Local Assistance Program (LAP) in the Division of Local Assistance (DLA) oversees over $4 billion annually made available to nearly 600 local agencies, including cities, counties, and regional agencies. The LAP is responsible for tracking and managing the federal and state transportation funding programs and over 4,400 active projects. Each local assistance project requires programming, funding authorization, management, and oversight to ensure that the funds are spent under program requirements without exceeding allocation or budget authority. Once funding has been authorized, the LAP guides local agencies and monitors project implementation to make sure the projects are implemented promptly to achieve program goals.  For more information, please see the Division of Local Assistance. The system currently supporting LAP responsibilities is Local Programs 2000 (LP2000). LP2000 is an internally facing system, which means none of the functionality is extended beyond internal Caltrans users to the nearly 600 local agencies. LAP staff use LP2000 to create 1,400 new local projects annually, assign the Federal Project Number, and maintain general project information. LP2000 also assembles, generates, and tracks multiple letters and agreements. LP2000 interfaces with key applications including California Transportation Improvement Programs System (CTIPS), Caltrans¿ financial management system (Advantage), and a system for Disadvantage Business Enterprise (B2GNow). Caltrans is seeking to implement a solution that will modernize program operations by introducing automated workflows and real-time data validation, enhancing accessibility, offering integrated reporting tools, and integrating with existing infrastructure.
