Solicitation # SPE7L1-27-R-0001
Solicitation SPE7L1-27-R-0001 is a firm-fixed-price, total small business set-aside issued by the DLA Weapons Support Land Supply Chain for the procurement of 827 lithium-ion storage batteries, specifically Persistent Systems LLC part number BAT-06. The government may exercise options to increase the total quantity up to 1,654 units. Delivery is required within 199 days after order receipt, with FOB, inspection, and acceptance all occurring at the destination, DLA Distribution San Joaquin in Tracy, California. The items are classified as Type I with a non-extendable shelf life of 36 months. The contract mandates strict adherence to MIL-STD-2073-1E for packaging and MIL-STD-129 for marking, including special marking code 32 for shelf life. Due to the nature of the product, hazardous materials packaging and shipping requirements under IP025 apply, and the use of mercury or mercury compounds in preservation and packaging is prohibited. Quality assurance involves a zero-based sampling plan per MIL-STD-1916 or ASQ H1331, and the government reserves the right to perform Product Verification Testing. Award will be based on best value, evaluating price, past performance via the Supplier Performance Risk System, and proposed delivery timelines. Contractors must also comply with CMMC cybersecurity requirements and submit payment requests through the Wide Area Workflow system.

This is a request for information to determine what sources exist which are capable of satisfying the Government's requirements as described in the attached document and any considerations the government might consider before procuring this requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations.  The purpose of this notice is to obtain information, for planning purposes, regarding (1) the availability and capability of qualified sources to provide three (3) rail equipment batteries as described; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code 335910 or alternate proposed NAICS for the potential acquisition.

This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI/market research. Respondents are solely responsible for all expenses incurred from responding to this RFI/market research. Responding will neither increase nor decrease an information provider's likelihood of being awarded any contract in the future for the requisite supplies.

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside may be chosen depending on the responses to this market survey. Responses should not only state a vendor is capable, but also include make, model, and any associated specifications demonstrating the offered equipment will meet the Government’s need.

Interested persons should provide the requested information to Melissa Reams via e-mail at melissa.reams@dot.gov, by March 2, 2026.

Dunnage Bar Manufacturing
Solicitation # 6913G627RFI100
The Department of Transportation, through the Volpe National Transportation System Center, has issued a sources-sought Request for Information (RFI) under solicitation number 6913G627RFI100 for the manufacturing of approximately 1,000 dunnage bars modeled after the EVANS DF-1 loader crossbar. This effort is intended for market research and budgetary planning to determine the availability of capable business sources before a formal Request for Proposal is issued. The project requires a comprehensive manufacturing process including 3D scanning of sample parts, casting, machining, welding, and the assembly of 8-gauge steel Z-bars and oak wood components. Finished castings must be zinc plated or treated with commercial-grade black oxide. The dunnage bars must meet specific performance standards, including a uniformly distributed vertical load of 4,000 lbs, a concentrated center span load of 2,000 lbs, and a horizontal longitudinal restraint load of 4,000 lbs. This opportunity is designated as a Total Small Business Set Aside. Interested vendors must submit a Statement of Capabilities not exceeding 10 pages in PDF format to Andrew Josephs by October 23, 2026. Submissions should detail technical strategies, production capacity, lead times, rough order of magnitude costs, and relevant certifications such as ISO 9001, AS9100, or NADCAP.
