The purpose of this amendment is to clarify the Government's intent regarding an Industry Engagement Session. The Government may host an engagement session in the future, but at this time, we are solely requesting written RFI responses. Specific dates and registration instructions for any future sessions have been removed from Section 3.0. The RFI response due date remains unchanged.

1.0 SYNOPSIS
This is a Request for Information (RFI) issued for Government market research and planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issuing a solicitation or awarding a contract as a result of this announcement.
Army Contracting Command – Aberdeen Proving Ground is seeking qualified and capable potential vendors for a potential Firm-Fixed Price (FFP), single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract that will provide comprehensive Software-as-a-Service (SaaS) support services for the Army's Strategic Management System (SMS) platform.
2.0 REQUIREMENT OVERVIEW
The Government is seeking a single prime contractor to provide a comprehensive solution that includes a sophisticated Commercial Off-The-Shelf (COTS) SaaS platform and integrated, high-skilled professional services. This includes full lifecycle support, ensuring effective performance management capabilities across unclassified and classified environments.
Specific objectives for this acquisition fall into three key focus areas:

SaaS Platform Management: Providing and maintaining the SMS SaaS platform, ensuring full functional capabilities including strategic planning, Key Performance Indicator (KPI) management, no-code application development, automated briefing generation, and data visualization.

Secure Cloud Environments: Managing and operating two distinct FedRAMP-authorized cloud instances (unclassified and classified), with robust data synchronization and replication between these environments.

Enterprise Support & Compliance: Delivering comprehensive program management, maintaining Authority to Operate (ATO) under the Risk Management Framework (RMF), and providing multi-tiered user support, including expert-level data analysts and engineers with active Secret clearances.
3.0 POTENTIAL INDUSTRY ENGAGEMENT
As part of ongoing Market Research activities, the Government may conduct a virtual group Industry Engagement session and/or select one-on-one sessions in the future after reviewing the initial RFI responses.
At this time, the Government is only requesting written responses to this RFI. If the Government determines that an Industry Engagement session is necessary to gather further clarification, a separate amendment or notice will be posted at a later date containing specific dates, times, and registration instructions.
