1.0 SYNOPSIS
This is a Request for Information (RFI) issued for Government market research and planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issuing a solicitation or awarding a contract as a result of this announcement.
Army Contracting Command – Aberdeen Proving Ground is seeking qualified and capable potential vendors for a potential Firm-Fixed Price (FFP), single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract that will provide comprehensive Software-as-a-Service (SaaS) support services for the Army's Strategic Management System (SMS) platform.
2.0 REQUIREMENT OVERVIEW
The Government is seeking a single prime contractor to provide a comprehensive solution that includes a sophisticated Commercial Off-The-Shelf (COTS) SaaS platform and integrated, high-skilled professional services. This includes full lifecycle support, ensuring effective performance management capabilities across unclassified and classified environments.
Specific objectives for this acquisition fall into three key focus areas:

SaaS Platform Management: Providing and maintaining the SMS SaaS platform, ensuring full functional capabilities including strategic planning, Key Performance Indicator (KPI) management, no-code application development, automated briefing generation, and data visualization.

Secure Cloud Environments: Managing and operating two distinct FedRAMP-authorized cloud instances (unclassified and classified), with robust data synchronization and replication between these environments.

Enterprise Support & Compliance: Delivering comprehensive program management, maintaining Authority to Operate (ATO) under the Risk Management Framework (RMF), and providing multi-tiered user support, including expert-level data analysts and engineers with active Secret clearances.
3.0 INDUSTRY ENGAGEMENT SESSION
As part of our Market Research activities, the Government plans to conduct a 60-minute virtual group Industry Engagement session via MS Teams to discuss this potential future requirement and gather industry feedback. Following this group session, the Government may, at its discretion, invite select RFI respondents for individual one-on-one sessions if further clarification is deemed necessary.
Attendance at any session is voluntary and not a prerequisite for submitting a response.

4.0 INFORMATION REQUESTED FROM INDUSTRY
If your company is interested and can demonstrate the ability, capability, and responsibility to deliver the required solution, we encourage you to respond to this announcement. Please provide the following information, not to exceed 20 pages.
A. Company Information:

B. Technical Capabilities & Platform:

Provide an overview of your core technical competencies as they relate to providing enterprise-level COTS SaaS support, specifically addressing FedRAMP-authorized cloud hosting and RMF compliance.

Describe your SaaS product and how it meets the key requirements. For your no-code/low-code feature, provide a specific use case of a complex application built for a federal client. For your automated briefing feature, describe the level of data interactivity available during a live presentation.

What is the current FedRAMP and DoD authorization status of your proposed solution? Provide a link to your FedRAMP Marketplace listing.

Regarding the unclassified-to-classified data synchronization requirement, describe a specific project where you have implemented a comparable cross-domain solution for a DoD or IC customer. What were the primary technical and policy challenges encountered?
C. Professional Services & Transition:

Describe your corporate methodology for recruiting, training, and retaining cleared (Secret or higher) data professionals. If you use subcontractors for this labor, what percentage of the work do you anticipate subcontracting?

Describe your specific methodology and toolset for migrating large-scale, complex data structures (e.g., dashboards, historical metrics) from an incumbent COTS system while ensuring data integrity and minimizing operational disruption.

Provide 1-3 examples of federal government projects of a similar scope where you have delivered both a SaaS platform and integrated analytical support services.
