USMS Medical Direction and OversightThe United States Marshals Service (USMS), under the Department of Justice's Oss Procurement Division, is soliciting quotes for a firm fixed-price contract to provide medical oversight, physician-directed provider certification, and ongoing operational and training support for the USMS Special Operations Group (SOG) Medic Program. This procurement, identified by solicitation number M-26-A31-R-000137 and posted on June 3, 2026, requires vendor registration in SAM.gov with eligibility for award. The contract performance will extend over a base period of 12 months starting July 1, 2026, with four additional 12-month option periods and a possible six-month extension, primarily servicing locations within the District of Columbia and potentially at other USMS SOG sites. Key responsibilities include comprehensive medical program oversight for approximately 25 SOG Operator Medics, physician licensure and medication authorization for about 30 medications—including controlled substances—annual tactical and operational medical training aligned with TCCC and TECC guidelines, off-line medical direction, operational support including on-site participation during SOG selection courses, and consultation for maintaining electronic patient care record systems and treatment protocols. The contract imposes stringent qualifications for the Medical Director and other key personnel, mandating valid state medical and DEA licenses, board certification in Emergency Medicine, a minimum of 20 years’ federal tactical medicine oversight experience, EMS medical direction compliance, proficiency in tactical emergency medicine techniques such as ultrasounds, active research engagement with related publications, and the ability to obtain or possess a Top Secret security clearance. Contractors must be academic medical centers with Level 1 trauma capabilities including stroke, cardiac intervention, and eye trauma centers and maintain malpractice insurance alongside medical insurance coverage tailored for high-risk tactical environments. Delivery and quality assurance are governed by a Quality Assurance Surveillance Plan with zero tolerance for deviations in critical tasks such as medical oversight and physician licensure compliance. Submissions require detailed proposals including a cover letter with company and contract vehicle identifications, technical responses addressing all performance requirements with suggestions for revisions, and past performance summaries, all subject to evaluation primarily on key personnel credentials. The contract also requires contractors to comply with installation security policies, provide personnel rosters for clearance within 10 days of award, submit a Quality Control Plan shortly after award, and prepare a transition phase-out plan for contract close-out ensuring continuity of operations and proper transfer of government property and data.

Request for Information (RFI)/ MRI Technologist to be located at Naval Hospital Guantanamo Bay Cuba Objective: Navy Medicine is seeking to locate a magnetic resonance imaging technologist at Naval Hospital Guantanamo Bay Cuba. The logistics of placing an individual at the base hospital present several challenges due to the remote location and associated housing and transportation issues. Notional Concept: It is the goal of Navy Medicine to place an MRI technologist at NH Guantanamo. Due to the nature of the hospital's mission and the uncertainty of injuries/illnesses, the technologist(s) would need to be available after hours for emergent care as well as normal clinic working hours. The technologist would also provide general radiologic technologist services when not performing MRI duties. Some options include but are not limited to: A rotational schedule, such as three to four week with replacement by another individual; one year terms, etc. It is anticipated that any solicitation resulting from the RFI would allow for the offeror to propose alternative staffing methodologies. Quantifiable factors for consideration include the following. 1. This would be an unaccompanied tour. 2. Quarters are available, either hotel-like or assigned housing for longer stays. Navy Lodge contact information is available on line for pricing https://www.navy-lodge.com/lodge_page.html?p_lodge_number=03. Estimated pricing for housing is below. Rent 1 bedroom, 1 bath $ 737.00 2 bedroom, 1 bath $ 737.00 2 bedroom, 1.5 bath $ 788.00 3 bedroom, 1 bath $ 883.00 3 bedroom, 2 bath $ 976.00 4 bedroom, 2.5 bath $ 1,166.00 Utilities cost will be based on actual consumption 3. Air Mobility Command (AMC) regularly flies to the island with fixed pricing. Information is available online (http://www.amc.af.mil/shared/media/document/AFD-120211-037.pdf). 4. Normal security requirements will apply to the health care worker at Guantanamo Bay, Cuba as they would in any other Navy Medicine contract situation. No contract will be awarded as a result of this RFI. The Government will not pay for costs associated with developing a response to this RFI. Responses: No other information is available to respondents. To be of greatest value, responses should be received by close of business, 29 November 2013. Electronic submissions (email with Microsoft Word attachment) are required. Attachments should be no longer than 10 pages. Please send responses to Acquisitions@med.navy.mil. In the subject line of the email, please reference "CODE 021J". Responses should address the following areas in the section below (Comments on Objectives and Notional Concept). Comments on Objectives and Notional Concept: 1. Please provide estimated pricing for the following: Housing (based on above information) Transportation of the MRI Technologist (exclusive of AMC rates, above) Hourly rate for regular hours, to include direct compensation, overhead, and benefits. Hourly overtime rate. Hourly on call rate. Any other direct or indirect charges. 2. Please provide a narrative to explain your intended staffing methodology. 3. What is a reasonable time to implement the concept? 4. Tell us about your organization. Are you a large or small business? Do you currently have Department of Defense care services contracts?
