The Arizona Department of Economic Security is seeking information from the provider community to explore potential modifications to current operations and workflows in response to upcoming federal changes affecting the Refugee Cash Assistance (RCA) and Refugee Resettlement Program (RRP). The primary goal is to identify cost-effective strategies that will enable the program to remain within its administrative budget constraints amid significant reductions anticipated in RCA benefits—over 90% of benefits issued are expected to cease, and the overall program may need to downsize by 80-90% in FFY 2026. This reevaluation is driven by federally mandated eligibility changes and budget limitations, requiring a comprehensive understanding of how to effectively administer the future state of the RCA program. The solicitation, titled "Request for Information (RFI) Refugee Resettlement Program - Refugee Cash Assistance," was posted on June 17, 2025, with a response deadline of July 1, 2025. The contract size is estimated between one and five million dollars, and the initiative is managed by the Arizona Department of Economic Security. The agency aims to gather insights that will inform the restructuring of the program to ensure continued support for refugees within the new federal framework. For further details or to respond, interested parties can contact Charo Calpo via email or phone.

To gather information from the provider community in order to identify how interested parties may be able to modify their current operations and workflow to meet evolving RRP and RCA program needs and to obtain more understanding of the most cost-effective methods in order to stay within administrative budget constraints. It is anticipated that for FFY 2026, over 90% of the RCA benefits issued will stop and an estimated 80-90% overall program downsize will be required to sustain the RRP through the new federal budgets. RRP must reevaluate the RCA program to accommodate the federally mandated changes in program eligibility and budget constraints. This RFI is to assist in determining how the future state of RCA is to be administered.
