The Space Rapid Capabilities Office (SpRCO) has issued a Request for Information (RFI) under solicitation SPRCORFI27001 for the Space Warfighting Architecture Navigator (SWAN). This notice is for market research and planning purposes in accordance with FAR 10.001(c) and does not constitute a formal request for proposal. The government is seeking a vendor capable of supporting the SWAN expansion and SpRCO portfolio transformation over a potential 12-month period. The scope of work focuses on four core objectives: expanding the SWAN model and database to include priority mission threads, providing decision support for acquisition funding and POM tradespace analysis, prioritizing science and technology and sustainment needs, and re-engineering acquisition processes and operating models to enable rapid decision-making. Interested respondents must submit a concise capability statement in PDF format by November 13, 2026, at 5:00 PM MST to Jennifer Wilterdink and Austin Black. Submissions should include a streamlined questionnaire covering corporate information, SAM.gov status, and feedback on the anticipated NAICS code 541611. The government is specifically looking for firms with experience in mission thread decomposition and operating model transformations within high-security environments, such as TS/SCI/SAP. Respondents should also identify any existing Government-Wide Acquisition Contracts (GWACs) or GSA Schedules they hold and provide up to three relevant contract references from the last three years.
