REQUEST FOR INFORMATION
Objective: Public Safety is trying to better understand market capacity to offer translation services, including indigenous owned businesses. This request for information is market research in advance of an anticipated Request for Standing Offer (RFSO) as a voluntary or conditional set aside under the Procurement Strategy for Indigenous Businesses. This request for information is market research to inform a future RFSO and is not a Request for Proposals to award a contract or standing offer.
About the Standing Offer: The draft Statement of Work is included as an annex to this RFI. Public Safety is intended to award a Standing Offer to at least two (2) qualified suppliers. The Standing Offers would be for a period of one (1) year with options for an additional three (3) years. The suppliers would provide translation and other language-related services on an “as and when required basis” through issued call-ups. The total value of all call-ups would not exceed $3.75 million per standing offer holder.
Engagement with Suppliers: As part of this Request for Information, Public Safety may receive responses to the questions below from suppliers. Public Safety reserves the right to communicate with and have direct conversations with suppliers to collect additional information to inform a competitive process.
QUESTIONS
Q1: Do you offer translation services with proofreading from English to French and
French to English?
Q2: Do you offer translation services for other languages, specifically indigenous languages or dialects?
Q3: Are you registered with the Indigenous Business Directory or listed on a modern treaty business list or directory?
Q4: Do you sub-contract any translation services with non-indigenous or other indigenous suppliers?
Q5: Public Safety is attempting to understand capacity. Provide some information about your capacity to provide English to French and/or French to English translation service such as:
• Number of translators;
• Use of employees versus sub-contractors;
• Quantity of words translated per day (average of your team);
• Annual words translated in the previous 2-3 years
Q6: Do you have any comments on the statement of work (such as proposed service standards, definitions, etc.)?
For indigenous suppliers: Public Safety aims that it’s procurement processes are easy to access. Do you any feedback or considerations that can help Public Safety structure the Request for Standing Offer in a way that promotes the participation of indigenous suppliers?
