The Regional Municipality of Halton has issued a Request for Pre-qualification (RFQ) for upgrades and equipment replacement at three wastewater pumping stations in Oakville: Bel Air Estates, Chancery Lane, and Sixteen Mile Creek. The project scope encompasses mechanical, electrical, instrumentation controls, SCADA, civil structural, and building mechanical upgrades. Specifically, work includes replacing sewage pumps, process piping, and valves at Chancery Lane, and updating PLC panels and level instrumentation at Sixteen Mile Creek. The procurement is divided into three categories: General Contractor, Electrical Subcontractor, and Temporary Bypass Subcontractor. To ensure operational continuity, the selected providers must manage temporary bypass pumping and station isolation. The selection process occurs in two stages, with the current pre-qualification phase evaluating respondents based on demonstrated experience in similar projects, staff qualifications, corporate history, and health and safety programs. Key requirements include a CPO-accredited Occupational Health and Safety Management System (OHSMS) and specific bonding capacities: at least 5.25 million CAD for General Contractors and 750,000 CAD for Electrical Subcontractors. Submissions must be uploaded via the Halton Region bidding portal by October 8, 2026.
