Request for Proposal- TA-Accounting and Tax Provid

The Chickasaw Nation is seeking accounting and tax service providers for the SSBCI Capital Access Technical Assistance (TA) Program, funded by a U.S. Department of the Treasury grant (FAIN: SSBCI-21031-0073). The program aims to provide strategic guidance and operational support to Chickasaw-owned, Very Small Business (VSB), and Socially and Economically Disadvantaged Individual (SEDI)-owned businesses, primarily in Oklahoma. Selected providers will deliver monthly accounting services including bookkeeping, payroll, and tax preparation, as well as hourly advisory consultations and quarterly virtual or in-person training events in rural areas. Key deliverables include initial capital readiness assessments and the preparation of essential financial documentation such as balance sheets, profit and loss statements, and cash flow statements. The contract is a fixed-budget federal grant program with an initial term starting upon provider selection and a performance period ending September 9, 2029. Awards are made on a fully competitive basis, and the Chickasaw Nation may apportion work among multiple providers based on technical qualifications, pricing, and capacity. Proposals are evaluated on a structured scoring system, with a significant focus on the provider's ability to support audit readiness and financial recordkeeping. Providers must submit monthly invoices by the 10th of each month under net 30 payment terms. Compliance requirements include adherence to 2 CFR Part 200 procurement standards, the Davis-Bacon Act, and various non-discrimination laws, including Title VI of the Civil Rights Act of 1964. Responses are due by September 14, 2026.
