Request for Proposals - Construction Manager at Risk Commercial Terminal Area Expansion Project - Phase 1

The Greenville-Spartanburg Airport District is soliciting proposals for a Construction Manager at Risk (CMAR) to lead Phase 1 of the Commercial Terminal Area Expansion Project at Greenville-Spartanburg International Airport. This phase involves a comprehensive scope of work including the expansion of the baggage handling system, the construction of two new 10,000 square foot elevated buildings, the expansion of screening rooms and ticket counters, and potential additions such as the North Baggage Claim Hall and administration office expansions. The estimated direct construction cost is 100 million dollars. The selected CMAR will be responsible for pre-construction, construction management, and ensuring active terminal operational continuity through the use of detailed Method of Procedure plans. The procurement follows a two-step competitive process based on FAA guidelines, where firms are first shortlisted based on a Statement of Qualifications and then evaluated on price and interviews. Key evaluation criteria include staffing expertise, project approach, past performance, and DBE participation, with a mandatory pass/fail safety review requiring an EMR of 1.1 or less. The contract will be based on AIA A133 2019 and AIA A201-2017 agreements. Requirements include a South Carolina BD-5 general contractor's license, adherence to Davis-Bacon Act prevailing wages, and compliance with Buy American and Title VI non-discrimination standards. Final payment is contingent upon the delivery of all project data via a Project Management Information System.
