Request for Proposals - Construction Manager at Risk Commercial Terminal Area Expansion Project - Phase 1

The Greenville-Spartanburg Airport District is soliciting proposals for a Construction Manager at Risk (CMAR) to lead Phase 1 of the Commercial Terminal Area Expansion Project at Greenville-Spartanburg International Airport. With an estimated direct construction cost of 100 million dollars, the scope includes expanding the baggage handling system, constructing two new 10,000 square foot elevated buildings, expanding screening and ticket counter areas, and potentially adding a North Baggage Claim Hall and administration office expansion. The selected CMAR will provide pre-construction, construction management, and construction services, with a primary focus on maintaining active terminal operational continuity and safety. The procurement follows a two-step competitive process based on FAA guidelines, evaluating firms first on their Statement of Qualifications and subsequently on price and interviews for a shortlist of up to three firms. Award decisions are based on best value, considering technical expertise, safety records, and DBE participation. The contract will be governed by AIA A133 2019 and AIA A201-2017 agreements and requires a South Carolina BD-5 general contractor license. Compliance with the Davis-Bacon Act, Buy American requirements, and 49 CFR Part 26 for DBE goals is mandatory. Proposals are due by September 11, 2026, with the goal of concluding negotiations by December 18, 2026.
