The Minnesota Department of Human Services, through its Deaf, DeafBlind and Hard of Hearing State Services Division (STATE), is seeking Proposals from qualified Responders to provide specialized and culturally affirmative mental health services to deaf, deafblind, and hard of hearing children with behavioral or emotional disorders, or those coping with mental illness, who are living in Minnesota. (‘Culturally affirmative services’ refers to services that are designed and delivered within the context of the culture, language, and life experiences of individuals who are deaf, deafblind, or hard of hearing.) Responders may apply to provide services in a single service area (either Service Area #1 or Service Area #2) or apply to serve both Service Areas. Details about the Service Areas can be found on pages 4 and 5, as well as in Appendix B. The purpose of these specialized mental health services is to ensure that deaf, deafblind, and hard of hearing children and their families, regardless of their ability to pay, have access to the mental health services they need in their respective region. The term of any resulting contract is anticipated to be for two years, from July 1, 2025 until June 30, 2027. STATE may extend the contract up to a total of five (5) years.
