REQUEST FOR PROPOSALS FOR Credentialing and Enrollment Services

Gulf Coast Center (GCC) is soliciting proposals for comprehensive Credentialing and Enrollment Services to support its behavioral health and healthcare workforce across Texas, with a specific focus on serving Local Mental Health Authorities (LMHAs), nonprofit organizations, and public sector entities. The selected contractor will be responsible for managing the full lifecycle of provider credentialing and payer enrollment, including initial and re-enrollment, revalidation, roster maintenance, and ongoing compliance support. This includes handling enrollments across Medicaid, Medicare, Managed Care Organizations, and commercial payers, while ensuring adherence to HIPAA, CMS, PECOS, CAQH, and Texas Medicaid standards. The contractor must provide a secure, real-time technology platform with dashboards for tracking credentialing status, enrollment aging, first-pass approval rates, credential expiration timelines, and provider roster management. Operational expectations include weekly review meetings, dedicated account management, escalation procedures, business continuity planning, and comprehensive reporting with KPI tracking. The services must support transition efforts for organizations moving from internal systems or prior vendors and include full data migration and onboarding support. The contract will commence approximately on July 1, 2026, with performance limited to Texas, and will require the proposer to maintain all necessary federal, state, and local licenses and permits. Proposers must demonstrate substantial experience in Texas’s public behavioral health environment and submit a detailed proposal with mandatory exhibits including audited financial statements, federal tax returns, certificates of insurance, HUB status documentation, Articles of Incorporation and 501(c)(3) certification, organizational charts, staff credentials, and experience with diverse cultural and linguistic populations. Proposers must also complete and submit a signed Assurances Document and, if applicable, a Form CIQ under Chapter 176 of the Texas Local Government Code, while disclosing any ownership interests of 5% or more and potential conflicts of interest. Insurance must be maintained throughout performance with GCC named as an additional insured, and all personnel must pass criminal background checks per Texas Health and Safety Code Section 250.006(a) and be documented as legally eligible to work in the U.S. via Form I-9, with records retained for six years.
