REQUEST FOR PROPOSALS FOR GRANT ADMINISTRATION SERVICES

The City of High Shoals, North Carolina, is soliciting proposals for professional program administration and rehabilitation specialist services to implement a 1,000,000 dollar FY24 Community Development Block Grant CDBG Neighborhood Revitalization project. The scope of work involves managing the construction of one new single-family dwelling and the rehabilitation of approximately three existing single-family homes. Key responsibilities include conducting home inspections using NC REDD-approved checklists, preparing environmental review records, managing financial systems, overseeing procurement, and ensuring strict adherence to federal and state regulations. The selected contractor must ensure compliance with HUD and NC Department of Commerce standards, including the Davis-Bacon Act, Section 3 of the HUD Act, Section 504 Handicapped Accessibility requirements, and Title VI of the Civil Rights Act of 1964.
