The City of Chandler, Arizona, is seeking qualified consulting firms to develop a comprehensive Roadway Safety Action Plan (RSAP) aimed at eliminating roadway fatalities and serious injuries within the community. The project aligns with Chandler’s 2019 Transportation Master Plan, regional safety initiatives, and federal requirements under the USDOT’s Safe Streets and Roads for All (SS4A) grant program. The RSAP must be rooted in the Safe System Approach, emphasizing multimodal safety—particularly for vulnerable road users such as pedestrians and cyclists—and incorporate innovative data analysis, public engagement, and strategic planning. The plan will identify high-risk locations, establish measurable performance targets, and propose actionable strategies, including demonstration projects to test safety interventions and garner public support. The final deliverable will include an implementation framework, funding pathways, and prioritization criteria, all designed to produce meaningful reductions in traffic-related injuries and fatalities. The procurement process is qualifications-based, with an emphasis on technical expertise, past performance, and strategic approach, evaluated through a two-phase process involving submission of Statements of Qualifications (SOQ) and subsequent interviews. The solicitation, posted on November 6, 2025, with a deadline of December 9, 2025, specifies that proposals must be submitted electronically as a single PDF not exceeding 14 pages, including a signed certification form. The contract size is estimated between $500,000 and $2,000,000, though the exact value will be negotiated post-selection. Key requirements include compliance with federal and local standards, detailed project understanding, and demonstrated experience in transportation safety planning. The City emphasizes inclusive, community-focused strategies and expects the selected consultant to coordinate closely with city staff, regional agencies, and community stakeholders to ensure the RSAP reflects Chandler’s long-term commitment to safer streets for all residents.

Full Description

Project Description: The City of Chandler, Arizona, is a suburban community home for approximately 290,000 residents, but also has a strong employment base with over 130,000 jobs. With a demographic profile that includes a significant percentage of young professionals and families, Chandler is a community committed to cultivating a safe and accessible transportation network for all roadway users. The city's Transportation Master Plan, updated in 2019, highlights this commitment by emphasizing the development of a multimodal system that prioritizes roadway, pedestrian, and bike safety. Aligning with regional and national safety movements, Chandler has set goals to emphasize transportation safety and enhance vulnerable road users’ safety as part of its Transportation Master Plan goals. These goals were put forth with the hope to reduce traffic-related fatalities and serious injuries within the city roads.
As part of the city’s efforts to achieve these goals, Chandler has been awarded funding under the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) Grant Program to develop a Roadway Safety Action Plan (RSAP). The Chandler RSAP will establish a comprehensive, data-driven strategy to reduce and ultimately eliminate roadway fatalities and serious injuries within Chandler.
The RSAP must align with: • FHWA and USDOT requirements under the SS4A program, including the FY25 Self-Certification Checklist. • The City’s Transportation Master Plan (2019), multimodal priorities, and the goals identified in Chandler’s SS4A Application Materials. • Regional and state-level transportation safety efforts (including but not limited to MAG Strategic Transportation Safety Plan, ADOT safety programs).
Scope of Work: The City of Chandler is seeking a consultant to guide the development of a RSAP that will guide the city toward its goal of eliminating roadway fatalities and serious injuries. The plan should be rooted in the Safe System Approach and shaped by Chandler’s multimodal transportation priorities, with an emphasis on reducing risks for the most vulnerable road users. The consultant will be expected to bring technical expertise, sound analysis, and strategic vision to identify where the greatest safety needs exist, how resources can be most effectively deployed, and what actions will produce meaningful, measurable reductions in crashes that result in serious injuries and fatalities. The process should not only meet the SS4A program requirements but also reflect Chandler’s local context, community values, and long-term commitment to safer streets for everyone.
The city is looking for innovative and inclusive approaches to data analysis, public engagement, and strategy development. Proposers should describe how they will work with City staff, partners, and community members to gather and interpret data, translate findings into clear priorities, and build consensus around strategies that address both systemic risks and location-specific challenges. The final RSAP should establish a framework for implementation, set performance measures that track progress toward eliminating roadway deaths, and outline funding and policy pathways to sustain momentum. In addition, proposers are asked to recommend potential demonstration activities, short-term projects that can test ideas, showcase safety strategies, and build public support for long-term investments. The plan should also include clear prioritization criteria for selecting these activities that align with the city’s goals to eliminate roadway deaths.
