Full Description
All appraisal work performed under this RFP must comply with the Uniform Standards of Professional Appraisal Practice (USPAP), applicable California licensure requirements administered by the Bureau of Real Estate Appraisers (BREA), and the City’s obligations under the Government Code sections referenced above. The Consultant must be properly licensed to operate in the State of California and, if applicable, registered with BREA as an Appraisal Management Company (AMC). Possession of an Appraisal Institute MAI designation is required for commercial appraisal assignments and complex valuation work. All individual appraisers assigned to work under this agreement must hold valid BREA licenses appropriate to the type of appraisal being performed, including both residential and commercial valuations. A Certified General Appraiser is required for any valuation involving property types or complexity that exceeds the scope of residential licensure.
Each appraisal must include a signed certification and a complete USPAP workfile containing all data, analyses, assumptions, limiting conditions, and supporting documentation necessary to substantiate the opinion of value for public review and legal defensibility. Proposals must demonstrate the Consultant’s experience performing real estate appraisal services, including vacant land and other relevant property types, as well as familiarity with local market conditions, zoning, and development trends. Proposers must provide examples of recent appraisal assignments, résumés of key personnel, and at least three public‑sector references. A completed and signed Non-Collusion Declaration is required and must be included with the proposal submittal.
A list of the scope of services is provided herein. Consultants responding to this proposal must indicate the skills, experience, and/or services which distinguish the consulting professional or firms from other consulting professionals or firms to make the proposal the best choice for the City.
The City’s request for bids and proposals, bid results, and notices of an award are obtained through the City of Norco Vendor Portal, www.norco.ca.us/bid.
All necessary forms, specifications and other bid documents may be viewed and downloaded electronically. Businesses who have registered in the Vendor Portal will receive email notices when a new request for bid or proposal relevant to their line of business is issued. Any interested party may view the City’s solicitations, as well as the bid results and final notices of award, by logging into the Vendor Portal and using the search features to locate the items of interest.
Notes: The deadline for submitting proposals is March 24, 2026, at 10:00 a.m. using the online PlanetBids portal. No paper RFP responses will be accepted. Proposals should be free of extraneous information such as extensive promotional materials and should focus on the proposed approach to the project. Proposals shall include the information outlined below:
1) Cover Letter. Provide an introduction to the proposing Consultant team and identify the lead firm that will perform the services described in the RFP. Include the lead firm’s primary contact (name, title, phone, email). The cover letter must be signed by an authorized representative confirming the Consultant’s ability and willingness to comply with all provisions stated herein.
2) Approach. Include a detailed and clear discussion of the Consultant’s approach to successfully delivering real estate appraisal and related consulting services for the City of Norco. Describe the methodologies, processes, quality-control measures, communication practices, and internal procedures that will ensure timely, accurate, and defensible appraisal work.
3) Scope of Work. Provide detailed descriptions of all tasks necessary to perform the required services. Clearly describe how each task will be completed, the personnel involved, and any required professional licensure applicable to real estate appraisal services in California. Task descriptions should demonstrate a thorough understanding of the City’s needs and present a comprehensive and efficient plan for delivering the full scope of services.
4) Experience and Qualifications. Provide an overview of the Consultant team’s qualifications, experience, and capacity to perform the Scope of Work. The Consultant must employ appraisers who are properly licensed or certified by the California Bureau of Real Estate Appraisers (BREA) and must demonstrate a minimum of five years of relevant appraisal experience, including municipal or institutional assignments and experience with vacant land and other applicable property types. If commercial appraisal services will be provided, the Consultant must identify the MAI-designated appraiser (Member, Appraisal Institute) who will perform or oversee commercial valuation work. Include résumés for key personnel who will be assigned to the engagement, describe their roles and relevant experience, and identify the licensed appraiser or appraisers who will sign reports under this agreement, including license numbers and expiration dates.
Provide a list of appraisal assignments or valuation engagements completed within the past 24 months that are comparable to the City’s needs. For each engagement, indicate the property type, valuation purpose such as acquisition, disposition, or review, and the date of the report. Include examples of commercial and residential properties, as applicable, particularly those demonstrating experience with complex or income-producing properties. Attach copies of the firm’s relevant licenses and certifications and provide license numbers and expiration dates for the lead appraiser or appraisers. If applicable, note registration as an Appraisal Management Company with BREA.
Provide at least three (3) client references relevant to the scope of services, including each reference’s name, organization, title, telephone number, and email address.
5) Fee Proposal: The fee proposal must clearly identify the unit cost or flat rate for each service category listed in the Scope of Services and Bid Summary Table. Proposers are encouraged to include any optional or value-added services with corresponding pricing. All pricing shall remain firm for the duration of the contract term, subject only to the annual rate adjustment cap of 4% or less.
